IDENTIFY EXISTING AND POTENTIAL CONNECTIONS <br /> <br />The opportunities and constraints mapping from Task 1 should clearly identify the existing travel <br />corridors both internal to the plan area (east of US 101 from Whipple to Seaport), and <br />connections between the plan area, downtown, and the rest of Redwood City and the region, In <br />addition, the mapping will identify physical and operational constraints to the use of these <br />connections for various modes of travel. This task will further refine the opportunities and <br />constraints map resulting in a preliminary connectivity system both internal and external to the <br />plan area. All connections will be considered regardless of past reasons for exclusion (e.g. <br />bicycle connection between Bair island and Redwood Shores). The preliminary system will <br />include existing and potential new connections. The connectivity system will identify, but not be <br />limited to, the following: <br /> <br />· Roadways for automobile, transit and freight circulation; <br />· Alternative bicycle routes (Class I, II, and III); <br />· Alternative pedestrian systems; <br />· Modification to existing SamTrans bus systems; <br />· Small scale transit routes (e.g. shuttle systems); <br />· Fixed guideway systems (LRT on existing tell, and/or personal or group rapid transit <br /> systems on various alignments, historic trolleys, etc.); <br /> · Remote parking lots (citywide and regionally) and shuffle/rail, and HOV connections; <br /> · Waterway transportation systems (including connectivity to regional ferry system); <br /> · Bus Rapid Transit/HOV systems on exclusive facilities (on or off-street); <br /> · Car-share program based in plan area; and <br /> · Recreational/transportation connections to accommodate walking, biking, rollerblading, etc. <br /> <br />The preliminary connectivity map will be further refined as the plan takes shape, but the intent of <br />the map is to identify all possible existing and potential connections regardless of perceived <br />feasibility, cost, or other constraints. At this preliminary stage, the team will identify the potential <br />timing of solutions as they relate to the development of the Bay Front Study Area projects. <br /> <br /> Deliverable: Preliminary connectivity map and summary memorandum. <br /> <br /> 4. 'DEVELOP ALTERNATE MODE SOLUTIONS CATALOG <br /> <br /> Redwood City's decision-makers will require a concise description of transportation options, <br /> their pros and cons, and rough cost estimates to make informed decisions. The Kimley-Horn <br /> team will develop an Alternative Mode Solution Catalog for this purpose. The solutions catalog <br /> will be a state-of-the-practice handbook on the types of alternate transportation options for <br /> Redwood City. The objective of the catalog is to provide a wish-list of potential measures and <br /> improvements to move people away from automobiles. Each solution will be specific to <br /> Redwood City and the plan area, identifying how it might be physically and operationally <br /> implemented, along with its potential effectiveness in reducing auto travel, and order of <br /> magnitude capital and operating costs. It is expected that the long-list of solutions will be <br /> narrowed down with staff and TAC review, focusing on those solutions that will best serve the <br /> City in a sustainable manner over many years. <br /> <br /> The catalog will not only include alternative mode solutions, but also programmatic, policy, and <br /> operational solutions that work together as a package.
