REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> <br />March 11,2002 <br /> <br />Subject <br />Presentation by DES Architects and Engineers and the Redwood City Police Activities League staff <br />on a proposed new building known as the "PAL Community Center." <br /> <br />Recommendation <br />None <br /> <br />Background <br />The Redwood City Police Activities League (PAL) was formed in 1996 to benefit Redwood City <br />youth with after school sports programs and other activities. Since its inception, PAL has grown from <br />providing leagues and field trips to several hundred children to its current role of an after school <br />activity source for 2500 - 3000 kids annually. In 1998, the City of Redwood City allowed PAL to <br />occupy the "Way-to-Go" warehouse building located at 2107 Broadway Street for the sports, karate, <br />boxing, counseling, and camp programs that are currently being offered. <br /> <br />The Redwood City School District has agreed to lease to PAL a portion of land located on the Taft <br />School campus at the corner of Bay Road and 10th Avenue. It is on this site that PAL intends to <br />construct a community center. This two-story building of 15,000 square feet will be designed by <br />DES Architects and Engineers and will accommodate the many and varied programs to be offered <br />by PAL. These programs will include after school drop in, tutoring, counseling, dance, karate, a <br />computer lab, and art and music rooms. <br /> <br />A donor has transferred $1,000,000 into the PAL Capital Account and has $1,000,000 in additional <br />funding being held for PAL by the Peninsula Community Foundation. The City of Redwood City has <br />allocated $356,000 towards this project through CIP money. The Community Development Block <br />Grant (CDBG) program has also awarded a $78,000 grant to help pay for the community center. Any <br />remaining funding will come from a variety of sources including "in-kind" donations from local <br />companies towards the building or materials for the PAL Community Center and private donations <br />from businesses and individuals and corporate and foundation grants. <br /> <br />Alternative <br />None <br /> <br />Fiscal Impact <br />None <br /> <br />Brian G.
