IREPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> <br />March 11, 2002 <br /> <br />Subject <br />Water Recycling Project <br /> <br />Recommendation <br />By motion, approve Task Order No. 3 to the professional consulting engineering services <br />agreement with Kennedy/Jenks Consultants <br /> <br />Background <br />On January 28, 2002, the City Council approved Task Order No. 1 to the professional <br />consulting engineering services agreement with Kennedy/Jenks Consultants, which <br />authorized staff and Kennedy/Jenks to begin working directly with CalTrans, the San Mateo <br />County Transportation Authority and their design consultants to conduct a pro-design study <br />of the proposed Hwy. 101 bike path recycled water transmission line and develop a <br />checklist of all technical requirements, permits, constraints and potential costs associated <br />with the work. That work has proceeding very well and at this time CalTrans has agreed to <br />allow the final design specifications and bid documents for the pipe to be completed and <br />incorporated into the Highway 101 project. The not-to-exceed amount of Task Order No. 1 <br />was $20,000.00. <br /> <br />On February 4, 2002 the City Council accepted the Water Recycling Feasibility Study final <br />report for the Redwood Shores area, produced by Kennedy/Jenks Consultants under the <br />original agreement. On February 25, the City Council approved Task Order No. 2, which <br />includes preparation of a cost effectiveness study, project financing plan and review of <br />water rates and connection fees. That work is now under way. <br /> <br />Time is of the essence, in that CalTrans intends to conduct their "100% design review" by <br />the end of March 2002. Staff has been reassured that the critical tasks related to the pipe <br />will be completed in time for the review, and that the City will not cause delays to the <br />Highway 101 project as it is currently designed. <br /> <br />The budget for TaSk Order No. 3 is set at a maximum of $73,400.00, or about 5.2% of the <br />estimated $1.4 million construction cost of the proposed transmission line. The only viable <br />alternative alignment for the pipe is to cross under 101 at Redwood Shores Parkway, run <br />south on Industrial, then cross under the freeway again at Whipple. The estimated cost of <br />this alternative is $4.2 million. There is no alternative alignment available on Inner Bair <br />Island. While staff would like more time to assist the Council in weighing the pros and cons <br />of the 101 bike path vs. the Bait Island path and bridge, the timing of the 101 project and <br />the cost benefits of getting the recycled water transmission line located in the CalTrans <br />right-of-way require continued rapid work by the City. Staff has directed the consulting <br />engineer to be prepared to quickly develop a second design scenario in the 101 right-of- <br />way, should CaITrans be persuaded to drop the bike path from the project. <br /> <br /> 1 of 2 <br /> <br /> <br />
