March 11, 2002

Subject
Support for Public Access to Publicly-Owned Open Space, Park Lands, Bay Frontage, and
Waterways

Recommendation
Approve the attached resolution supporting the concept of providing public access to publicly-
owned open space, park lands, bay frontage, and waterways in Redwood City

Background

At the City Council meeting of February 25, Councilmember Jordan requested that staff provide
a resolution reflecting a Council position on the provision of public access to publicly-owned
open space, park lands, and waterways in Redwood City. Given the amount of bay shoreline and
other public lands in Redwood City (amounting to approximately 18-percent of the total acreage
of the City), it seems appropriate for the Council to go on record as to its position on public
access.

The attached resolution describes some of these natural resources within and around Redwood
City, and notes the stewardship role that the City plays in this regard. It further states that Iow-
impact, environmentally sensitive public access is a key means of engaging and educating the
public as to the need for protection and preservation of these resources.

Alternative
The City Council could choose not to adopt the attached resolution, and not have a formal
position on the issue of public access to public lands.

Fiscal Impact
There is no immediate fiscal impact resulting from the passage of this resolution. Depending on
the nature and scope of public land access issues as they arise in the future, the Council may
have to make fiscal decisions taking into account its position outlined by this resolution.

Malcolm Smith - v Magda.
