<br />Recess: 8:55 - 9:10 p.m. <br /> <br />IV. <br /> <br />A. Human Services Financial Assistance - <br /> <br />Chairperson Juan Garcia explained that the funding recommendations <br />stay the same as last year and provide vital services. He explained the <br />process that provides the basis for the recommendations stating that a <br />tool was developed to evaluate the applications and staff assisted in the <br />evaluation. <br /> <br />V. <br /> <br />A. Public Comment <br /> <br />Kitty Lopez, Executive Director of Samaritan House, thanked the HHCC <br />and Council for setting aside funds for this effort. <br /> <br />Jason Wong, Director of the clinic, stated their effort to provide dental <br />and eye services to those who are currently being served in San Mateo <br />and have a 3 and 6 months waiting periods. He explained the diabetes <br />program which will provide therapy and the ability to manage the patients <br />better through education services. <br /> <br />Michelle Butte, youth program coordinator at the Crisis Intervention and <br />Suicide Prevention center, thanked the Council for the recommended <br />funding. She stated that the funds educate middle schools, provide youth <br />intervention, provide a plan of action, 24-hour crisis lines and has <br />expanded to chat lines that are available to youth. An addition has also <br />been a chat room. <br /> <br />B. Decisions and Direction - <br /> <br />Mayor Ira explained that when the original policy for reserves was <br />brought to the Council the recommendation was to not allow reserves to <br />fall below 20%. The ability existed to fund critical projects for some time <br />and the policy of dropping the reserves below 15% was reasonable. He <br />stated his concerns about the staffing level of the Police Department <br />being below the Community Policing policy adopted in 1997 and stated <br />requested a review in January for any possible adjustments. <br /> <br />Council discussion involved the interest in restoring the half time traffic <br />engineering position stating it is an important citizen service; study at <br />mid-year for possible adjustments to ensure downtown services are <br />supported; consideration of timing on restoring the Fire Engine in the <br />downtown; supported continued work on generating new revenue. <br />Suggested options for funding included looking at Human Resources, <br /> <br />SPECIAL MEETING MINUTES <br />CITY COUNCIL <br /> <br />JUNE 20, 2005 <br />PAGE 7 <br /> <br />"..,... ~" <br />
