<br />11.56'-1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Cit Mana er <br /> <br />July 11, 2005 <br /> <br />Subject <br />Levy of Benefit Assessments for FY 2005-2006 for the Redwood Shores Landscape <br />Maintenance District 1995-1 <br /> <br />Recommendation <br />Adopt a Resolution Ordering the Levy of Benefit Assessments for FY 2005-06 for the <br />Redwood Shores Landscape Maintenance District 1995-1. <br /> <br />Background <br />The Redwood Shores Landscape Maintenance District was formed in 1995. The <br />District was formed to pay for the maintenance of facilities that were determined to be <br />above and beyond the normal level of maintenance that is required in the rest of the <br />City. <br /> <br />This is an annual authorization required to enable taxes to be levied and collected, <br />through the San Mateo County Tax Controller and Collector's Office. The Redwood <br />Shores Landscape Maintenance District was formed with an automatic escalation <br />clause based on labor costs. This year the maximum adjustment of 3.5% is being <br />applied due to tbe increasing cost of labor, associated with the escalating fringe <br />benefits for Landscape Gardeners from $17,024.00 (FY 04-05) to $21,482.00 (FY 05- <br />06). The majority of this expense is due to the cost increase of medical benefits, and <br />the City's contribution to the Public Employee Retirement System (PERS). The District <br />can still operate cost-effectively in FY 05-06, by only providing essential service. For <br />future years, if the cost escalating continues, then any increase of assessment beyond <br />the built-in escalation clause would require a District balloting. This will have to be <br />done when the property owners in the District desire a higher level of service. <br /> <br />Alternative <br />Do not authorize the tax levies, and not provide the extra services to these property <br />owners. <br /> <br />Fiscal Impacts <br />The District's finances and fund balances are kept sep rate from the City's General <br />Funds; t r re, this will have no fiscal impacts to the Cit '. / <br /> <br />Chu Chang <br />Manager, Engineering & Construction <br /> <br />/7 " hJ!
