<br />EXHIBIT "A" <br /> <br />PREPARATION OF AN INITIAL STUDY <br />(2150 ROOSEVELT AVENUE) <br /> <br />SCOPE OF WORK <br /> <br />DJP&A proposes to prepare a revised Initial Study, and provide associated environmental consulting <br />services, in accordance with the CEQA Guidelines and the City of Redwood City's requirements, for <br />the proposed residential redevelopment project. We anticipate that the project, as proposed, would be <br />eligible for a Mitigated Negative Declaration. As a separate task from the preparation of the Initial <br />StudylNegative Declaration, this scope of work includes the preparation of a fiscal impact analysis and <br />an analysis of impacts on property values (Task V). The fiscal impact analysis and the analysis of <br />impacts on property values will be prepared by Mundie and Associates, under contract to DJP&A. <br /> <br />I. <br /> <br />ScopinglKick-off Meeting <br /> <br />David 1. Powers & Associates, Inc. would attend one scoping meeting with City staff and <br />Classic Communities to confirm the scope of the Initial Study and to define the project. In <br />addition, DJP&A will conduct a site visit to evaluate the project site conditions. <br /> <br />II. <br /> <br />Preparation of Administrative Draft Initial Study <br /> <br />The Initial Study will describe the existing environmental setting and include Redwood City's <br />CEQA Checklist. An explanation of the potential impacts resulting from the project will be <br />included in the Initial Study. Mitigation measures will be identified to reduce impacts to a <br />nonsignificant level. The Initial Study will be consistent with the CEQA Guidelines and will <br />include the following sections and appropriate environmental analysis. <br /> <br />Background and Project Description <br /> <br />The Initial Study will include relevant background information on the site history, and a <br />description of the proposed residential project. The design elements and details of the project <br />will be provided by Classic Communities. This section will also include a description of the <br />objectives of the proposed project. <br /> <br />Pursuant to CEQA Guidelines Section 15063, the Initial Study will include a discussion of the <br />project's consistency with relevant land use goals, plans, and policies. <br /> <br />Environmental Setting <br /> <br />The Initial Study will include an overview of the environmental setting of the project site area, <br />including a description of the existing and surrounding land uses, as well as the local geologic, <br />drainage, traffic, air quality, noise, and visual conditions. <br /> <br />Page 1 of 7 <br /> <br />0 <br /> <br />CI(jD <br />lI~m <br />II~~ <br /> <br />-r-- <br /> <br />.~..-.lr <br />
