<br />Billy James thanked Council for the mention of bike lanes and asked if there is <br />data that supports either his experience of feeling safe in a bike lane with <br />several traffic lanes or the experience of safety while riding a bike on a two lane <br />street without a bike lane. <br /> <br />Janet Borgens expressed her concern with indecisiveness of the statement of <br />when the traffic will be turning out of the garage - will it be right turn only or left <br />turn only. <br /> <br />David Menche expressed his concerns pertaining to bicycles mentioning curb <br />bulbs that can be very hazardous to bicycle riders. He suggested that the <br />diagonal parking might be returned to parallel parking to create more width and <br />allow for a bike lane while making it safer for bicyclists. <br /> <br />Council Members expressed support for the plan citing safety for both <br />pedestrians and vehicles while stressing the need to monitor with methods of <br />performance measurement. <br /> <br />Recommendation: <br />MIS HartnettlBain approve the plan to modify the traffic lane and parking <br />configuration on Jefferson Avenue, between Middlefield Road and Marshall <br />Street, from two lanes in each direction with parallel parking on both sides, to a <br />new configuration with one lane in each direction and a center left-turn lane, with <br />angle parking on one side and parallel parking remaining on the other side. Prior <br />to the implementation of the plan, Council to receive an information report from <br />staff as to the method of performance monitoring. The information report will <br />include a schedule for periodic performance reports. The motion passed by a <br />unanimous voice vote by those present with Council Member Howard <br />absent. MINUTE ORDER 05-138 <br /> <br />C. Middlefield Road name change to Theatre Way <br /> <br />Vice Mayor stated that the staff report included in the Council agenda packet <br />was not correct and that a revised recommendation has been provided for <br />consideration. Redevelopment Manager Moeller stated that copies of the correct <br />staff report were available on the back table and clarified that the correct <br />recommendation was printed on the Council agenda. <br /> <br />Redevelopment Manager Moeller explained the background on the topic stating <br />that the intent of discussions and reference in the agreement was to create <br />linkage to the theatre and theatre district, the Fox Theatres and Veterans. She <br />stated that the concept of using the way finding program and the directional <br />signage that is in the process of being created for the entire downtown could <br />perhaps meet the same concerns and intent.
