<br />....? / t? - / <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />July 25, 2005 <br /> <br />Subject <br />Approval of Expansion of Sewer Service Area tb include nine (9) parcels located in <br />unincorporated San Mateo County and in Redwood City's "Sphere of Influence". <br /> <br />Recommendation <br />Approve and authorize the expansion of the City of Redwood City's Sewer Service <br />Area, and allow sewer connection at the time of request by the homeowners of the <br />following parcels: <br /> <br />058-030-140 (1250 Edgewood Road); <br />058-030-120 (1254 Edgewood Road); <br />058-030-110 (1256 Edgewood Road); <br />058-030-100 (1262 Edgewood Road); <br />058-030-070 (1306 Edgewood Road); <br /> <br />058-030-090 (1278 Edgewood Road); <br />058-030-040 (1338 Edgewood Road); <br />058-021-030 (1438 Edgewood Road); <br />058-021-010 (1486 Edgewood Road); <br /> <br />subject to the following conditions: <br /> <br />1. Property owners demonstrate that exceptional or extraordinary conditions <br />affecting the premises exist that will require sewer service from the City <br />2. Property owners pay a Wastewater Treatment Capacity Fee <br />3. Property owners pay a Capital Facilities Fee <br />4. Property owners pay a Special Benefit Reimbursement Fee <br /> <br />Background <br />In the past, besides providing sewage capacity to the parcels in the City of Redwood <br />City, the City has sold sewage capacities to the Town of Woodside and San Mateo <br />County maintained sewer districts including Edgewood, Emerald Lake Hills, Oak <br />KnolllWhipple Tract, Kensington square, and Fair Oaks sewer districts. <br /> <br />At a frequently increasing rate, the City has been approached by homeowners <br />requesting sewer service for parcels currently on a septic system in unincorporated San <br />Mateo County, but which are not in any County maintained sewer district. These <br />parcels are identified by the Local Agency Formation Commission (LAFCO) as being <br />part of Redwood City's "sphere of influence". The increasing number of requests has <br />prompted the need to carefully evaluate the limits of Redwood City's sewer capacity. <br /> <br />The Joint Powers agreement entered by the members of the Joint Powers Board, <br />consisting of the City of Belmont, San Carlos, Redwood City, and the West Bay <br />Sanitary District, establishes the maximum sewer capacity rights of each member to the <br />South Bayside System Authority (SBSA) facilities. <br /> <br />Page 1 of 2 <br />
