Authorize the implementation of the City's Toilet Rebate Program for Fiscal Year <br />2005/2006 <br />2. Set rebate amount per qualified toilet at: <br />. $75 for Gravity-Fed models using the mandated 1.6 gallons per flush (GPF), <br />. $125 for Pressure Assist 1.6 GPF models and <br />. $175 for High Efficiency Models that use at least 20% less than the mandated 1.6 <br />GPF. <br />3. Establish retroactive effective date for rebate eligibility of July 1, 2005 <br /> <br />Background <br />In July 2003, the City Council approved the implementation of an "active" or aggressive <br />Water Conservation Program as part of the adoption of an Urban Water Management Plan <br />amendment, and identified a toilet replacement program with the goal of replacing 12,248 <br />toilets at an estimated cost of $2,799,487, which would produce an estimated water <br />savings of 311 acre feet per year. Staff proceeded to develop the budget and rate <br />adjustments necessary to implement the conservation activities delineated in the Plan. <br /> <br />In October, 2004, as the first step in the implementation of the toilet replacement program, <br />the Public Works Services Department distributed 1,350 ultra low-flow toilets through a <br />"Toilet Give-Away" Program, by purchasing directly from the manufacturer and making the <br />toilet fixtures available free of charge to Redwood City residents. <br /> <br />In May 2005, the City Council approved the "Direct Install Program" and a 3-year <br />agreement with San Jose Water Conservation Corp. in the amount of $2,200,000, for the <br />implementation of the City's Toilet replacement program. The replacement program offers <br />Redwood City water customers up to 3 free white toilets of their choice per household, <br />being able to choose between gravity-fed, and pressure assist models; free installation of <br />new toilets, and removal of old toilets for recycling of materials. The City's total estimated <br />number of toilets replaced under this agreement will be 10,050. <br /> <br />The Toilet Rebate Program will run parallel with the Direct Install Program and is designed <br />for all water customers who want to choose a different model than offered, or who may <br />prefer stylized or colored units and who choose to install the toilets themselves. <br /> <br />To qualify for the program, participants will have to: <br />. Be a Redwood City water customer and have an older toilet that uses 3.5 gallons <br />per flush or more (typically at least 13 years old). <br /> <br />-"11'""" <br />
