<br />$./£- / <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />July 25, 2005 <br /> <br />Subject <br />Precise Plans - Procedures for Reimbursement for Advance Planning <br /> <br />Recommendation <br />Motion directing the staff to develop for City Council consideration a program for Advance <br />Planning and Reimbursement as development occurs within a Precise Plan area. <br /> <br />Background <br />As part of its consideration of revisions to the General Plan, the City Council referenced the <br />"Ahwahnee Principles" (copy attached) for planning more livable communities. Three of <br />the Ahwahnee's Implementation Principles refer to the importance of planning the <br />community in advance of development proposals: <br /> <br />. Rather than allowing developer-initiated, piecemeal development, local <br />governments should take charge of the planning process. General plans should <br />designate where new growth, infill or redevelopment will be allowed to occur <br />(Principle #2). <br />. Prior to any development, a specific plan should be prepared based on these <br />planning principles (Principle #3). <br />. Plans should be developed through an open process and participants in the <br />process should be provided visual models of all planning proposals (Principle <br />#4), <br /> <br />Such Advance Planning will also benefit the development community by providing clarity as <br />to the land use and development standards and shortening the processing time for a land <br />use approval. <br /> <br />Analysis <br />In a time of tight budgets for city planning it is important to develop financial tools that will <br />enable a city to do effective Advance Planning and be reimbursed for all or a portion of the <br />cost of the Advance Planning as development occurs within that planning area. In broad <br />terms, the City would spend funds to develop a plan for a given area of town, As <br />development occurs that implements this plan, developers would reimburse the City for <br />their portion of the cost for the initial plan, As already noted, developers benefit greatly <br />when cities develop clearly articulated and practical plans for areas, because it can mean <br />that developers who build in conformity with the plan have to do little environmental review. <br /> <br />If the City Council concurs with the importance of Advance Planning and its benefit to the <br /> <br />1 <br /> <br />..._,' '-"'-or' <br />
