£/F-/

REPORT

July 25, 2005

Subject
Agreement for Professional Consultant Engineering and Design Services for the Belmont
Slough Outfall Improvement Project

Recommendation
Approve and authorize execution of agreement with BKF Engineers of Redwood City,
California, for providing consultant engineering and design services for the Belmont
Slough Outfall Improvement Project, in an amount not to exceed $62,523.

Background
The Belmont Slough Outfall is located near the intersection of Marine Parkway and
Oracle Parkway. This facility is the only outfall structure conveying water from the entire
Redwood Shores interior lagoon west of Shell Parkway out to the Bay. :8ecause of this
situation, it is a very critical structure to the lagoon system.

The purpose of this project is to improve hydraulic grades that have 310wly gotten worse
due to the silt build up of Belmont Slough. The original structure was built in the late
60's, and as the Slough has silted up, the discharge capacity of this structure has been
reduced.

The improved outfall system will include adding mechanical pumps to help force water
out of the lagoon into the slough, regardless of silt built up in the Belmont Slough. The
mechanical pumps can be computer controlled, rather than manually controlled, as is the
case of the existing system. The mechanical pumps will allow Public Works personnel to
better control the flow of water exchanging from the lagoons to the Bay.

The key scope of the professional services includes:
~ Evaluation of the existing structure(s)
~ Designs to modify of the existing structure(s)
~ Integration of mechanical pumping systems
~ Prepare Construction Documents

A complete copy of the agreement is available for review in the City Clerk's office.
