<br />6: /c;-/ <br /> <br />REPORT <br /> <br />To Redevelopment Agency Board <br />From the Executive Director <br /> <br />July 25, 2005 <br /> <br />Subject <br />Amendment No.2 to Agreement with Freedman, Tung and Bottomley Urban Design (FTB) <br />for Professional Consulting Services for the Downtown Precise Plan <br /> <br />Recommendation <br />Approve Amendment No.2 to Agreement for Professional Services with Freedman Tung <br />and Bottomley (FTB) in the amount of $29,997 providing sufficient resources to complete <br />FTB's work on the Downtown Precise Plan <br /> <br />Background <br />Amendment No.1 was approved by Council in April 2005 for $30,000. At that time it <br />appeared that $30,000 would be sufficient to fund all FTB's remaining work on the Precise <br />Plan as well as related but separate projects such as the planning for Depot Circle, the Gal <br />Train baby-bullet and high speed rail possibilities, all of which have definite impacts on the <br />form of Downtown and on the content of the Precise Plan. The meetings and work on the <br />Precise Plan have been more extensive than anticipated. There is sufficientfunding left in <br />the contract for the August 8, 2005 study session but not for the planned August 22, 2005 <br />meeting. There is only sufficient funding left in the contract for one more coordination <br />meeting with staff. Staff is therefore recommending this 2nd amendment that is intended to <br />provide sufficient funding for the August 22, 2005 study session as well as the potential for <br />three additional study sessions should they be needed. It also includes funding for two <br />additional staff working sessions not originally included in the scope. We feel these two <br />staff meetings are vital for the following reasons. The Precise Plan itself will become the <br />new 'zoning ordinance' for all land use decisions in the downtown. It is imperative that the <br />City's planning staff, with a wealth of practical experience of the community and with the <br />specifics of the Downtown, have an opportunity to critique the Precise Plan <br />recommendations and structure with FTB present in order to achieve a workable Precise <br />Plan. <br /> <br />Alternatives <br />The allowance for each study session is $5,755, and for staff meetings the allowance per <br />meeting is $3,488. If, for instance, Council wished to eliminate one study session, the total <br />cost of this proposed 2nd Amendment would drop from $29,997 to $24,242. However, staff <br />recommends that you approve the 2nd Amendment as presented, and not eliminate <br />meetings at this time. Funds for additional study sessions will only be spent if Council <br />explicitly decides that additional meetings are necessary; and if you do so decide it means <br />that the contract does not have to be amended each time. <br /> <br />REDEVSHARED_2005 STAFF REPORTS_O7-2005_Amend 2 FTB-Precise Plan <br /> <br />1 <br />
