<br />$.4A-Z <br /> <br />the proposed amendment language, which states in part: "... that enhance the efficiency <br />and effectiveness of fire services on behalf of the Group's member agencies." Such <br />support or assistance could only be provided if requested by two or more of our member <br />agencies and only if approved by our Board of Directors, following a review and <br />recommendation by the JPA Executive Committee. <br /> <br />Our Fire Chiefs, along with the JPA Executive Committee, recognized the potential <br />economic and service benefits conferred by having the JPA provide administrative <br />assistance for these non-medical fire functions. The JPA Agreement, however, only <br />authorizes the JPA to manage or provide services related to pre-hospital emergency <br />medical care. Our elected Board of Directors considered this subject and the specific two <br />amendments at their meeting on September 8, 2004 and again at their meeting on <br />December 8, 2004. Directors carefully considered the recommended amendments and <br />offered some changes, which have been incorporated in the amendments. Specifically, <br />our Board is requiring the Executive Committee to thoroughly analyze each request to <br />provide administrative or management assistance for a non-medical fire related function <br />and to obtain approval prior to providing the requested oversight or assistance. <br /> <br />The following two amendments meet the needs of the JPA and incorporate the <br />requirements of our Board of Directors: <br /> <br />II. Purpose of this Agreement. <br />The purpose of this Agreement is... <br />I. To devise and administer cooperative mechanisms to efficiently provide fire <br />protection and suppression services. <br /> <br />V. Powers of the Group. <br />The Group shall have the following powers and duties... <br />M. To support or cause the delivery of efficient fire protection and suppression <br />services through multi-agency arrangements, as approved by the Board, that enhance the <br />efficiency and effectiveness of fire services on behalf of the Group's member agencies. <br /> <br />Fiscal Impact <br />There will be no financial impact resulting from the approval of these amendments. <br />The JPA would provide for administrative or management assistance and oversight for <br />specific fire functions, using existing staff and resources. There will be economic and <br />service benefits for our City and for the other member agencies in that we will not have <br />to provide the administrative overhead for these functions.
