$. 4/J- /

REPORT

To the Honorable Mayor and City Council
From the City Manager

July 25, 2005

Subject
Proposed First Amendment to Peninsula Traffic Congestion Relief Alliance Joint Powers
Agreement.

Recommendation
Approve the First Amendment to the Joint Powers Agreement to provide flexibility in the
structure of committees and to allow additional cities to join the Peninsula Traffic
Congestion Relief Alliance.

Background
The Peninsula Congestion Relief Alliance ("Alliance") was established in 2000 to assist
the public and private sectors with reducing traffic congestion and air pollution, The
PCRA was created through a Joint Powers Agreement (JPA) between fifteen cities in
the County of San Mateo.

The County of San Mateo and the City of Atherton, neither of which are currently parties
to the JPA, have requested to join the Alliance. The towns of Hillsborough and
Woodside may also decide at a later date to join the Alliance. The JPA is being
amended to provide for the addition of these new members and to increase the flexibility
of the current committee structure. Previous sections establishing a "Supervisory
Committee" and an "Advisory Council" have been deleted and replaced with one
provision that broadly addresses "Committees," This change provides the Board
discretion to establish committees as deemed necessary and desirable to assist the
Alliance in carrying out its organizational purposes and to designate the purpose and
composition of any standing committees in the bylaws. The revisions to allow for the
addition of new members and the more flexible approach to committees, prompts a
number of other, minor, housekeeping changes to the JPA, such as changing
references from "city" and "cities" to "party" and "parties" and the deletion of references
to the Supervisory Committee.

Alternative
Council may choose not agree to the proposed amendments of the of the Joint Powers
Agreement.

Fiscal Impact
None,

Q 12--.£ !Z (~ fl
Ed Henandez J
Assistant to the City Manager

Cl4.d~

Fz) (\

Ed Everett
City Manager

attachments:
Attachment A - Amended Joint Powers Agreement

,>-_.>~._........
