<br />$. 4/J- / <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />July 25, 2005 <br /> <br />Subject <br />Proposed First Amendment to Peninsula Traffic Congestion Relief Alliance Joint Powers <br />Agreement. <br /> <br />Recommendation <br />Approve the First Amendment to the Joint Powers Agreement to provide flexibility in the <br />structure of committees and to allow additional cities to join the Peninsula Traffic <br />Congestion Relief Alliance. <br /> <br />Background <br />The Peninsula Congestion Relief Alliance ("Alliance") was established in 2000 to assist <br />the public and private sectors with reducing traffic congestion and air pollution, The <br />PCRA was created through a Joint Powers Agreement (JPA) between fifteen cities in <br />the County of San Mateo. <br /> <br />The County of San Mateo and the City of Atherton, neither of which are currently parties <br />to the JPA, have requested to join the Alliance. The towns of Hillsborough and <br />Woodside may also decide at a later date to join the Alliance. The JPA is being <br />amended to provide for the addition of these new members and to increase the flexibility <br />of the current committee structure. Previous sections establishing a "Supervisory <br />Committee" and an "Advisory Council" have been deleted and replaced with one <br />provision that broadly addresses "Committees," This change provides the Board <br />discretion to establish committees as deemed necessary and desirable to assist the <br />Alliance in carrying out its organizational purposes and to designate the purpose and <br />composition of any standing committees in the bylaws.
