NOW THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION <br />OF THE CITY OF REDWOOD CITY, AS FOLLOWS: <br />1. The Planning Commission, having independently heard, considered, and <br />weighed all the evidence in the record presented on behalf of all parties and being fully <br />informed of the Project, the Zoning Administrator's decision, and the appeal, finds that <br />Appellant has not shown, based on evidence in the record, that the Zoning <br />Administrator's decision was made in error, that there was an abuse of discretion by the <br />Zoning Administrator, that the Zoning Administrator's decision was otherwise improper, <br />or that the City's notices, agendas, and appeal procedures were unlawful in any <br />manner. This determination is based, in part, on the Notice of Official Action, the staff <br />report and attachments prepared for the Planning Commission hearing on the Project <br />and the appeal, each of which is incorporated herein by reference. <br />2. The Planning Commission hereby denies the appeal by the Appellant, <br />and, therefore, the decision of the Zoning Administrator approving the Architectural <br />Permit is upheld. <br />3. In denying the appeal and upholding the Zoning Administrator's decision, <br />the Planning Commission adopts the following findings pursuant to Zoning Ordinance <br />Article 45 (Architectural Permits), Section 45.4: <br />A. The existence of sufficient variety in the design of the structure and grounds to <br />avoid monotony in the external appearance; <br />The second story addition will be clad in horizontal wood siding and cement <br />plaster that will create visual contrast and interest between the first and second <br />stories. The second story is also set back approximately five feet from the front <br />of the existing ground floor, and the roof forms are articulated to create additional <br />design interest. <br />B. The size and design of the structure shall be considered for the purpose of <br />determining that the structure is in proportion to its building site and that it has <br />a balance and unity among its external features so as to present a harmonious <br />appearance; <br />The existing residence is a split-level design built on a sloping site, and the <br />addition will be constructed above the single story portion of the home. The <br />second story addition is set back from the front and rear of the residence so as <br />to create a sense of proportion between the first and second stories, and to help <br />reduce the overall massing of the addition. The second story addition ranges in <br />height between 21 to 26 feet above the natural grade, which is less than the 28 - <br />foot maximum permitted in the R-1 zoning district; and, the use of horizontal <br />wood siding and cement plaster will create a sense of design unity between the <br />existing residence and the new addition. <br />ATN/RESO.0079/PC RESO DENYING APPEAL 3839 HARVEST DRIVE <br />REV: 08-17-17 PR <br />Page 2 of 4 <br />
