NOW THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF <br />THE CITY OF REDWOOD CITY, AS FOLLOWS: <br />Section 1. The Planning Commission finds that the above recitals are accurate <br />and constitute findings in this matter and, together with the Staff Report and the <br />application materials, including without limitation all other documents, reports, studies, <br />memoranda, maps, oral and written testimony, an materials in the City's file for the <br />application and the Project, and all adopted City planning documents relating to the <br />Project and the property including the City's General Plan, The Redwood City Code, <br />and other applicable City laws and regulations, have together served as an adequate <br />and appropriate evidentiary basis for the findings and actions set forth in this <br />Resolution. <br />Section 2. The Planning Commission hereby finds that the proposed project is <br />categorically exempt from the California Environmental Quality Act pursuant to Section <br />15301(e), Class 1, Existing Facilities, because the proposed project would not result in <br />an increase of more than 10,000 square feet of an existing structure in an area where <br />all public services and facilities are available to allow for maximum development <br />permissible in the General Plan and where the project location is not environmentally <br />sensitive. <br />The Planning Commission additionally find that the addition to an existing non- <br />contributing single-family home on a residential lot within the designated historic district <br />would not rise to the level of causing a " substantial adverse change in the significance <br />of a historical resource", therefore would not be considered an Exception under Section <br />15300.2 of the CEQA Guidelines. <br />Section 3. The Planning Commission hereby finds that the proposed project is <br />consistent with Section 40.10.8 of the City's Historic Preservation Ordinance, and that <br />the project will not adversely affect the character of the Mezesville Historic District. <br />Section 4. The Planning Commission hereby finds that the proposed second - <br />story addition is consistent with the architectural findings contained within Article 45 of <br />the Redwood City Zoning Ordinance, as follows: <br />A. The existence of sufficient variety in the design of the structure and <br />grounds to avoid monotony in the external appearance; <br />The second story addition would be set back from the front of the home. At the right - <br />side elevation, the first and second stories would be separated by a stucco band to <br />break up the building massing between stories.
