<br />EXHIBIT C <br /> <br />1. <br /> <br />An assessment will be levied annually to pay for activities <br />within the area. The City Council has appropriated $30,000 <br />in the 1990-91 budget for use by the expanded District. <br /> <br />A. <br /> <br />How the Assessment Works <br /> <br />1. <br /> <br />Each business owner will be assessed annually based <br />on evaluation of four factors: <br /> <br />a. <br /> <br />Base assessment: <br /> <br />$60.00 for all businesses. <br /> <br />b. <br /> <br />Closeness to the Broadway area with a maximum of <br />$60.00 down to $48.00 depending upon closeness <br />to the core area. <br /> <br />c. <br /> <br />Business index: a maximum of $60.00 which <br />reflects benefits to retail and service <br />businesses declining to $15.00. <br /> <br />d. <br /> <br />Number of employees: Based on a correlation <br />between size of the business and number of <br />employees as potential to benefit from the <br />District with small businesses having up to <br />five employees having no charge with larger <br />businesses paying $10.00 for each full-time <br />equivalent employees. <br /> <br />(1 ) <br /> <br />---.....T-lr- <br />
