<br />'b.lb-I <br /> <br /> <br />August8,2005 <br /> <br />Subject <br />Execution of Funding Agreements for Human Services Financial Assistance Program <br />(HSFA) 2005/2006. <br /> <br />Recommendation <br />Authorize the City Manager to execute the Human Services Financial Assistance Program <br />agreements in the amounts specified in the 2005/2006 fiscal year approved budget. <br /> <br />Background <br />After reviewing each proposal and hearing presentations from each of the applicants, on <br />April 7, the Housing and Human Concerns Committee recommended funding as indicated <br />below. On June 20, the Council instructed the City Manager to include these <br />recommendations in the FY 05/06 budget ordinance. Council approved the FY 05/06 <br />budget ordinance on July 25, 2005. <br /> <br />For FY 05-06 staff has made several procedural changes to reduce the administrative <br />time and resources needed to administer the HSFA program while maintaining <br />consistent monitoring and oversight of the program: <br /> <br />1) One-time grant payment instead of quarterly reimbursement. In lieu of a <br />reimbursement request, agencies will submit an expenditure report with their 6-month <br />progress report and their annual program report. In the event that an agency has not <br />spent the full grant, they are required to reimburse the unspent to the City. We <br />continue to require that agencies submit a financial statement and audit report with their <br />annual program report. This change will represent a major reduction in administration <br />time and resources (both finance department and ours) - eliminating the use of <br />purchase orders for the HSFA program as well as cutting down on the number of check <br />requests that must be processed for the program during the course of the year. <br /> <br />2) Semi-annual reporting instead of quarterly reporting. This will represent a <br />reduction in administration time and resources for our staff - and also reduce the <br />workload for our human services partners while still providing sufficient information for <br />monitoring purposes. <br /> <br />Agreements reflecting the above changes have been developed with each of the following <br />agencies for FY 05-06 HSFA : <br /> <br />Boys and Girls Club of the Peninsula <br />Casa de Redwood/Better Living for Seniors <br />Center for Independence of the Disabled <br />Child Care Coordinating Council <br />CORA/24 Hour Crisis Line and Support Services <br /> <br />$3,500.00 <br />$5,000.00 <br />$5,000.00 <br />$2,700.00 <br />$10,000.00 <br /> <br />r - <br />
