CoA--1

REPORT

To the Honorable Mayor and City Council
From the City Manager

August 8, 2005

Subject
Downtown Precise Plan - Second Joint Study Session

Recommendation
This meeting is not intended as a decision-making session. The City Council will be
meeting in joint study session with both the Planning Commission and the Architectural
Review Committee.

Background
The focus of this study session is on the following issues: land use and development
standards; economics of downtown revitalization; streets and public spaces; building
design; and downtown identity. As with the first study session on June 13, 2005, Michael
Freedman will report on what was heard at the community input meetings on these issues.

Alternative
The Council currently has a third study session scheduled for August 22, 2005 that will
focus on the issues of infrastructure, parking, transportation - including vehicular
transportation and transit facilities. It may be that Council wishes to continue one or both
of these August study sessions to another meeting. No dates have been discussed or
decided for possible additional study sessions.

Fiscal Impact
As noted, on July 25, 2005, Council approved an amendment to the contract with
Freedman Tung and Bottomley to allow for additional study sessions on the Downtown
Precise Plan.

0 Patterson
C mmunity Development
Services Director

r2A/./1 ¡r-.,/. .'
/ 1;'7 . /
,~~/!~eW' /
Ed Everett
City Manager

REDEVSHARED_2005 STAFF REPORTS_O8-2005_Precise Plan Study Session 2

1

r -
