<br />The ENA allows both the City and YMCA of Silicon Valley to exclusively negotiate the <br />details of the Project but does not obligate the City to approve any Project. A <br />comprehensive California Environmental Quality Act (CEQA) review is necessary to <br />study the “Preferred Project”, which is to build all new facilities on the Project Site. <br />Further, the Environmental Impact Report (EIR) will provide meaningful alternatives to <br />the Project, including the reuse of the existing building(s) and an option of “not to <br />proceed”. <br /> <br />The ENA also defines the terms; Project teams; CEQA consultant selection with the City <br />taking the lead and the YMCA-SV providing fifty percent reimbursement to the City if <br />future determination is made for a Project; design and construction processes; and <br />funding commitments. <br /> <br />The Phase II Services include the following major components: (1) Master planning and <br />schematic design Services, (2) participation in public outreach and strategic <br />communications support, and (3) working with the California Environmental Quality Act <br />(CEQA) consultant to incorporate constraints and mitigation analysis in planning <br />processes. <br /> <br />This master planning phase allows for extensive community outreach and input, and will <br />provide critical feedback from the community at large, neighbors, and stakeholders <br />regarding proper sizing, mitigation for traffic and parking concerns, and then aesthetics <br />through building design. The Project information can be found on the City’s website at <br />http://www.redwoodcity.org/departments/parks-recreation-and-community- <br />services/current-improvement-projects/community-facilities; and community members <br />can provide direct feedback about the project by emailing city- <br />ymcafeedback@redwoodcity.org <br /> <br />The agreement also allows both the City and the YMCA to move the project to “Phase <br />III” Services, if each chooses to do so, which will include specific design development <br />and development of construction documents. This phase would require a new and <br />separate agreement process. <br /> <br />ALTERNATIVES <br />Council may choose not to approve the agreement and ask staff to either work with <br />other proposers; or to administer another Request for Proposal. <br /> <br />FISCAL IMPACT <br />Compensation for Phase II of this project shall not exceed $867,990 and will be equally <br />divided by the City and the YMCA. The City’s cost would be $433,995. <br /> <br />The City has allocated $5,000,000 towards the Project to date with $4,000,000 coming <br />from Park Impact Fees (development fees) and $1,000,000 from the commitment from <br />Stanford University’s development agreement with the City.
