Holiday Pay
Currently, Holiday pay for 24-hour work shift employees with a 56-hour workweek is
paid in lump sums three times per year, in lieu of being granted paid holiday time off. A
recent CalPERS retirement system audit found that Holiday-in-lieu pay must be paid
and reported as earned, either as a percentage of salary or on a date corresponding
with the actual holiday. In order to remedy this issue, the parties agreed to convert
lump-sum holiday pay to a percentage of base salary equal to the same total annual
payment, which is 8% of base salary payable bi-weekly.

Uniform Allowance
The current uniform allowance is paid annually in a single lump sum of $740. As with
holiday pay, the City has been advised that uniform allowance must be reported to
CalPERS throughout the year, as the benefit is earned. Therefore, the uniform
allowance has been converted to a payment of $28.50 per bi-weekly pay period, equal
to the current annual payment.

ALTERNATIVES
Direct staff to continue negotiations with IAFF.

FISCAL IMPACT
The provisions of this agreement are within the parameters established by the City
Council. The estimated cost of the equity adjustments is approximately $47,000. The
FY 2017-18 adopted budget funded salary and benefit costs except for this amount,
which must now be appropriated.

ENVIRONMENTAL REVIEW
This activity is not a project under CEQA as defined in CEQA Guidelines, section
15378, because it has no potential for resulting in either a direct or foreseeable physical
change in the environment.

LEAH LOCKHART
HUMAN RESOURCES MANAGER

KIMBRA MCCARTHY
ASSISTANT CITY MANAGER OF ADMINISTRATIVE SERVICES

6.3.A. - Page 3
