Holiday Pay <br />Currently, Holiday pay for 24-hour work shift employees with a 56-hour workweek is <br />paid in lump sums three times per year, in lieu of being granted paid holiday time off. A <br />recent CalPERS retirement system audit found that Holiday-in-lieu pay must be paid <br />and reported as earned, either as a percentage of salary or on a date corresponding <br />with the actual holiday. In order to remedy this issue, the parties agreed to convert <br />lump-sum holiday pay to a percentage of base salary equal to the same total annual <br />payment, which is 8% of base salary payable bi-weekly. <br /> <br />Uniform Allowance <br />The current uniform allowance is paid annually in a single lump sum of $740. As with <br />holiday pay, the City has been advised that uniform allowance must be reported to <br />CalPERS throughout the year, as the benefit is earned. Therefore, the uniform <br />allowance has been converted to a payment of $28.50 per bi-weekly pay period, equal <br />to the current annual payment. <br /> <br />ALTERNATIVES <br />Direct staff to continue negotiations with IAFF. <br /> <br />FISCAL IMPACT <br />The provisions of this agreement are within the parameters established by the City <br />Council. The estimated cost of the equity adjustments is approximately $47,000.
