Page 1 of 10 <br />ATTY/RESO.0098/CC RESOLUTION FOR PILOT EXTENSION <br />REV: 11-03-17 JS <br />RESOLUTION NO.____ <br />A RESOLUTION OF THE CITY COUNCIL OF REDWOOD CITY <br />EXTENDING A PILOT PROGRAM TO AUTHORIZE THE USE OF <br />AUTONOMOUS ROBOTS KNOWN AS PERSONAL DELIVERY <br />DEVICES FOR DELIVERY OF GOODS FROM REDWOOD CITY <br />BUSINESSES TO CUSTOMERS UTILIZING CITY SIDEWALKS, <br />CROSSWALKS, AND PUBLIC THOROUGHFARES <br /> WHEREAS, on November 7, 2016, the City Council instituted a pilot program to <br />allow on a trial basis of nine months, the use of autonomous robots also known as <br />Personal Delivery Devices “PDD”, for the purpose of delivering goods from Redwood City <br />businesses to customers (the “Pilot Program”); and <br />WHEREAS, in connection with the Pilot Program, the City Council created a new, <br />temporary Personal Delivery Device Permit (“PDD Permit”), pursuant to which any <br />individual or any corporation, partnership, limited liability company or other entity <br />(“Operator”) may operate one or more PDDs on sidewalks, crosswalks, and, transitorily, <br />on public thoroughfares; and <br /> WHEREAS, City granted a PDD Permit to Starship Technologies, Inc. (“Starship”) <br />and Starship has been operating PDDs on Redwood City Streets; and <br /> WHEREAS, the Pilot Program has been successful but City wants to extend the <br />Pilot Program for a period of twelve months to continue evaluating the use of autonomous <br />robots, and wants to increase the number of PDD Permits that can be issued from one to <br />two; and <br />WHEREAS, the City Council desires to authorize the City Manager to renew the <br />PDD Permit issued to Starship Technologies, Inc. and to issue any other PDD Permits <br />authorized by this resolution; and <br />WHEREAS, the City Council desires to adopt amended conditions of approval for <br />PDD permits as set forth in Exhibit A, which is attached hereto and incorporated herein <br />by reference (the “Amended Conditions of Approval”). <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF REDWOOD CITY AS FOLLOWS: <br />1. The above recitals constitute findings of the City Council and are hereby <br />incorporated into this resolution. <br /> <br />2. As the lead agency, the City of Redwood City has determined that the <br />actions proposed in this Resolution are considered Categorically Exempt pursuant to <br />Section 15305, Class 5 of the California Environmental Quality Act (CEQA) Guidelines. <br />Class 5, Minor Alterations in Land Use Limitations, includes alterations in land use <br />limitations in areas with average slope of less than 20%, which do not result in any <br />changes in land use or density. <br />6.3.B. - Page 5
