REPORT
To the Honorable Mayor and City Council
From the City Manager

November 13, 2017

SUBJECT
Parcel Map and Associated Agreements for the Development at 1409 El Camino Real
by GS Diller Subsidiary, LLC

RECOMMENDATION
By Motion:
1. Approve the Parcel Map for lot merger at 1409 El Camino Real;
2. Approve and authorize the City Manager to execute an Improvement Agreement with
GS Diller Subsidiary, LLC;
3. Approve and authorize the City Manager to execute a Landscape Maintenance
Agreement with GS Diller Subsidiary, LLC
4. Approve and authorize the City Manager to execute a Stormwater Treatment
Measures Maintenance Agreement with GS Diller Subsidiary, LLC; and
5. Approve and authorize the City Manager to execute a Hold Harmless Agreement with
GS Diller Subsidiary, LLC

BACKGROUND
The subject action is associated with the proposed development of an eight-story
building with 350 units (35 affordable units at the low income level) with ground floor
retail and three levels of underground parking. On April 3, 2017, the City Council
denied an appeal of the Planning Commission approval of this project, and approved
the application for Downtown Planned Community Permit, Tentative Parcel Map and
Affordable Housing Plan. The site formerly housed a treadmill retail store, haircut salon,
veterinary hospital, business offices, and an auto body shop. This project is located at
1409 El Camino Real and is commonly referred to as “Greystar 4”.

ANALYSIS
The developer’s engineer completed the parcel map, improvement plans, and
specifications compliant with the Subdivision Map Act, Redwood City Ordinances, City
Standards, and to the satisfaction of the City Engineer. The parcel map merges seven
existing parcels into one. Improvements include new sewer, storm and water main
extension, new water services, a new fire hydrant, sidewalk modifications per
Downtown Precise Plan standards, trees, and street and pedestrian lighting.

The developer, GS Diller Subsidiary, LLC, will post bonds in the amount of
$1,352,134.00 as required by the Improvement Agreement. All work associated with
6.1.D. - Page 1
