REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />November 13, 2017 <br /> <br />SUBJECT <br />Parcel Map and Associated Agreements for the Development at 1409 El Camino Real <br />by GS Diller Subsidiary, LLC <br /> <br />RECOMMENDATION <br />By Motion: <br />1. Approve the Parcel Map for lot merger at 1409 El Camino Real; <br />2. Approve and authorize the City Manager to execute an Improvement Agreement with <br />GS Diller Subsidiary, LLC; <br />3. Approve and authorize the City Manager to execute a Landscape Maintenance <br />Agreement with GS Diller Subsidiary, LLC <br />4. Approve and authorize the City Manager to execute a Stormwater Treatment <br />Measures Maintenance Agreement with GS Diller Subsidiary, LLC; and <br />5. Approve and authorize the City Manager to execute a Hold Harmless Agreement with <br />GS Diller Subsidiary, LLC <br /> <br />BACKGROUND <br />The subject action is associated with the proposed development of an eight-story <br />building with 350 units (35 affordable units at the low income level) with ground floor <br />retail and three levels of underground parking. On April 3, 2017, the City Council <br />denied an appeal of the Planning Commission approval of this project, and approved <br />the application for Downtown Planned Community Permit, Tentative Parcel Map and <br />Affordable Housing Plan. The site formerly housed a treadmill retail store, haircut salon, <br />veterinary hospital, business offices, and an auto body shop. This project is located at <br />1409 El Camino Real and is commonly referred to as “Greystar 4”. <br /> <br />ANALYSIS <br />The developer’s engineer completed the parcel map, improvement plans, and <br />specifications compliant with the Subdivision Map Act, Redwood City Ordinances, City <br />Standards, and to the satisfaction of the City Engineer. The parcel map merges seven <br />existing parcels into one. Improvements include new sewer, storm and water main <br />extension, new water services, a new fire hydrant, sidewalk modifications per <br />Downtown Precise Plan standards, trees, and street and pedestrian lighting. <br /> <br />The developer, GS Diller Subsidiary, LLC, will post bonds in the amount of <br />$1,352,134.00 as required by the Improvement Agreement.
