concern was with the permits and suggested that rather than the permit being <br />valid for a fixed period of time and expiring at the end of time, that thought be <br />given to a dollar amount worth of parking fees at a discount price on a debit card. <br />He stated that this method could provide an incentive. <br />Adrian Brandt suggested writing into the ordinance an option of a permit buy <br />back should the City find itself in a position where it is too successful and there <br />are complaints. An option would be to have the ability to buy back the permits to <br />encourage people to rethink alternative transportation and sell back their permit <br />to the City. For flexibility of the permit holder, that person may rethink their mode <br />of transportation and this would allow for it. He supported validation for the <br />existing business base, but since there is no cost for the permits he asked what <br />controls exist for preventing employees issuing each other validations. He ended <br />by applauding staff for the work on the plan. <br />Mike Kastrop business. owner and past President of the Downtown .Business <br />Group, stated that one of the most important components is creating an <br />appointed .citizens committee to study where the funds would be best spent. He <br />stated the potential is there for a substantial' amount of revenue and that the <br />funds should be put to the best use of the downtown to facilitate a vibrant <br />downtown where everyone is working together. He also commended staff on the <br />visionary plan. <br />John Anagnostou stated he has listened to several of the parking plan <br />presentations, and as the owner of the Fox Theatre and Little Fox, he thinks it is <br />a good, innovative plan. He further stated that there will be a number of people <br />coming to our town and that they need to be managed. On behalf of himself and <br />his partner, he stated his support of the new business parking plan. <br />City Manager Everett clarified that the validation component applies to those <br />retail and restaurant businesses in the downtown that will have equity with retail <br />and restaurants in the project. He further stated that because permits would not <br />be validated, the concern of employees validating each others parking is not as <br />greatbut will be considered. <br />Council Members agreed that. monitoring of validation is important; that the staff <br />flexibility in the plan that responds to the comments received along way is <br />appreciated; permit fees have not changed since 1993 and are not unreasonable <br />in the plan; lifting of time restrictions in the garage will be of substantial benefit to <br />the tenants; and that the rates will be favorably competitive and not a <br />disadvantage. Council extended appreciation to staff for a plan that is thoughtful, <br />flexible and responsive to the downtown business owners. Discussion ensued on <br />the permit buyback and debit card concepts. The idea of a citizen advisory group <br />to determine application of generated revenue was supported with a suggestion <br />that the- HHCC model might be used.
