200, and all other federal, state, and local laws, regulations and requirements, as applicable. 21. COMPLIANCE WITH CALIFORNIA LABOR LAWS AND FEDERAL REQUIREMENTS. The Contractor agrees to comply with the requirements of the Secretary of Labor in accordance with the Davis -Bacon Act, as amended, the provisions of the Contract Work Hours and Safety Standards Act (40 U.S.C. 3701 et seq.) and all other applicable Federal, state and local laws and regulations pertaining to labor standards insofar as those acts apply to the performance of this Agreement. Contractor agrees to comply with the Copeland Anti -Kickback Act (18 U.S.C. 874, 40 U.S.C. 3145) and its implementing regulations of the U.S. Department of Labor at 29 CFR Part 3. Contractor agrees that, pursuant to 42 USC 5310, all laborers and mechanics employed by contractors or subcontractors in the performance of construction work financed in whole or in part with assistance received from the Community Development Block Grant Funds shall be paid wages at rates not less than those prevailing on similar construction in the locality as determined by the Secretary of Labor in accordance with the Davis -Bacon Act, as amended (40 U.S.C. 3141-3148); provided that this section shall apply to the rehabilitation of residential property only if such property contains not less than 8 units. A paragraph shall be incorporated in every agreement between Contractor and third parties in connection to the Project stating that the third party must comply with California Labor Laws and applicable Federal requirements. Contractor shall maintain documentation that demonstrates compliance with hour and wage requirements of this part. Such documentation shall be made available to the Grantee for review upon request. 22. SECTION 3 OF THE HOUSING AND URBAN DEVELOPMENT ACT OF 1968.
