construction work financed in whole or in part with assistance received from the <br />Community Development Block Grant Funds shall be paid wages at rates not less <br />than those prevailing on similar construction in the locality as determined by the <br />Secretary of Labor in accordance with the Davis -Bacon Act, as amended (40 <br />U.S.C. 3141-3148); provided that this section shall apply to the rehabilitation of <br />residential property only if such property contains not less than 8 units. <br />A paragraph shall be incorporated in every agreement between Contractor <br />and third parties in connection to the Project stating that the third party must comply <br />with California Labor Laws and applicable Federal requirements. Contractor shall <br />maintain documentation that demonstrates compliance with hour and wage <br />requirements of this part. Such documentation shall be made available to the <br />Grantee for review upon request. <br />22. SECTION 3 OF THE HOUSING AND URBAN DEVELOPMENT ACT <br />OF 1968. Contractor hereby agrees that it will comply with the provisions of <br />Section 3, the regulations set forth in 24 CFR (Code of Federal Regulations) part <br />135, as that section may be amended from time to time, and all applicable rules and <br />orders of the U.S. Department of Housing and Urban Development. Contractor will, <br />to the greatest extent feasible, prioritize making available opportunities for training <br />and employment under this contract to low- and very low-income residents of <br />Redwood City. <br />Contractor further agrees to include language specifying required <br />compliance with Section 3 of the Housing and Urban Development Act of 1968 in all <br />subcontracts executed under this agreement. <br />Contractor certifies and agrees that no contractual or other legal incapacity <br />exists that would prevent compliance with these requirements. <br />23. GENERAL COMPLIANCE WITH LAWS.
