Fxhihit "A" <br />SCOPE OF SERVICES AND FEE <br />Below is the additional work required to finalize the Response to Comments/ Final EIR (Final EIR) on <br />behalf of the City of Redwood City (City) for the Harbor View Project, pursuant to the California <br />Environmental Quality Act (CEQA). The additional work is to further modify the last -updated <br />Administrative Final EIR to address the transportation analysis and incorporate that work into the Final <br />EIR with additional final revisions to that document. <br />A. Revised Final EIR Scope and Status <br />TASK 1: Assess Comments and Final EIR Approach <br />• Task 1.1 Review/Assess and Summarize Comments —completed <br />• Task 1.2 Final EIR Structure —completed <br />TASK 2: Prepare Response to Comments/ and Supporting Technical Analyses <br />Task 2.1 Transportation Analysis <br />Task 2.1.1 — Trip Generation Comparison — completed <br />Task 2.1.2 — VMT Update — additional work <br />Analysis. Fehr & Peers will conduct the additional analysis and present the results to <br />update the Administrative Final EIR to include level of service (LOS) and vehicle miles <br />traveled (VMT) both for findings of significance and mitigation measures. <br />Based on direction from City staff, Fehr & Peers will update the VMT analysis that <br />was previously prepared for the Harbor View Project for informational purposes. The <br />update will be consistent with Redwood City's draft guidelines for VMT analysis <br />included in the RWCmoves Appendix F. <br />Fehr & Peers will estimate both the Project generated VMT and the Project's effect on <br />VMT for Baseline and Cumulative scenarios (with and without the Project), using the <br />regional travel forecasting model (C/CAG model). The analysis will determine the <br />significance criteria based on a 15 percent reduction to VMT per capita. If a significant <br />impact occurs, Fehr & Peers will recommend appropriate mitigation measures. This <br />scope assumes the VMT analysis will be incorporated into the Final EIR, as described <br />below; re -circulation of the Draft EIR for any reason is notasamed. <br />Fehr & Peers has not included C/CAG model runs for each of the Project <br />Alternatives, but will provide quantitative VMT results for each. <br />Additional Documentation: Fehr & Peers will update the Draft EIR text to incorporate <br />the revised VMT analysis and add impact statements and mitigation measures related <br />to VMT, if relevant. The updated Draft EIR text will be presented in a format to be <br />incorporated into Chapter 4 (Revisions to the Draft EIR) of the Final EIR.
