REV: 06-17-2021 SK
or other relevant sources;
o Natural gas usage in HVAC equipment fueled by natural gas will
be estimated based on estimated annual natural gas usage for
the facility and U.S. EPA’s AP-42 factors; and
o Electricity use related to additional water consumption associated
with the maintenance ice rink will be estimated using water annual
consumption data provided, electricity intensity factors from
CalEEMod and PG&E’s carbon intensity factor.
Data Needs:
a)Annual natural as usage estimated, as discussed under Air Quality
b)Average annual water consumption for maintenance of the ice rink
(received)
c)Annual water usage associated with the operation of the ice rink
(received)
D. Noise. Based on information received so far from the potential ice rink operator,
the ice rink would include operational elements that generate noise. Consultant
will describe these elements and discuss whether, when combined with the
Draft EIR Project exceed any applicable significance thresholds. The analysis
will also factor in vehicle trips generated by the ice rink, which Fehr & Peers
will provide.
E. Utilities and Service Systems. Similar to the previous discussion of Noise,
the ice rink will add measurably to the water and electrical use to the Draft EIR
Project (as it would compare to the previously considered Community
Commons Building), which Consultant will discuss in the analysis. Consultant
will present the project utility data obtained from the potential ice rink operator.
F. All Other Topics. As indicated in Table 1, the ice rink structure and its
construction would be the same as considered with the prior Revised Project.
Moreover, it would be sited in the same location on the Project site. Consultant
would briefly discuss the comparative effects of the Revised Project with the
ice rink under all remaining CEQA topics, including biological resources,
cultural and tribal cultural resources, geology and soils, hazards and
hazardous materials, hydrology and water quality, land use and planning,
mineral resources, population and housing, public resources and recreation.
Data Needs:
a)Estimated number of employees (FTE).
b)Estimated year ice rink would be constructed/operational.
c)List of discretionary approvals specifically required for the ice rink
use, if any.
Task 2: Updated Screencheck Final EIR
Consultant will incorporate the updated analysis and exhibits into an updated
Screencheck Final EIR document for final review by City staff. This task also involves
ATTY/AGR.2021/Amend No. 4/Environmental Science Associates (ESA) (Page 8 of 9)
