REV: 01-11-2022 SK <br />Exhibit “A” <br />SCOPE OF SERVICES AND FEE <br />Background / Purpose <br />Consultant will conduct a comparative assessment of Greenhouse Gas (GHG) emissions <br />and vehicle miles traveled (VMT) for three land use scenarios. In part, the purpose of this <br />work is to detail the GHG emissions and VMT associated with each major Project <br />component (office and ice rink), separately and combined. The assessment is also meant <br />to determine if the proposed Revised Project (office with ice rink) would result in a new <br />significant impact not identified in the 2019 Draft EIR for the Original Project. <br />Comparative Assessments. Consultant and Fehr & Peers will assess the following land <br />use scenarios: <br />1.Revised (smaller) office with community building <br />2.Revised (smaller) office with ice rink <br />3.Revised (smaller) office without community building or ice rink <br />For each scenario, the assessment will include vehicle trip generation, service <br />population, VMT, GHG emission and energy, factoring in newly provided energy <br />assumptions from the Project Sponsor, other pertinent Project assumptions (e.g., <br />feasible TDM reductions/EV charging stations), and other regulatory requirements <br />confirmed by the City. The assessment will be documented in comparable tables for <br />each scenario, by land use. <br />Update Administrative Draft Final Development Permit EIR. If the assessment shows <br />no new significant impact for GHG emissions or VMT, and the Project Sponsor reconfirms <br />proceeding with the office with ice rink Revised Project scenario, Consultant will <br />incorporate the results into the “Project Sponsor’s Revised Project” chapter and any other <br />relevant sections of the fourth administrative draft of the Final EIR for City review. <br />Initial Analysis and Coordination/Meetings. This scope and cost estimate assumes <br />up approximately two future video conference and time conducted on prior research, <br />model adjustments and runs, and associated coordination with the City to identify and <br />refine inputs, assumptions and potential measures to reduce GHG emissions resulting <br />from prior CalEEMod runs of the office with ice rink Revised Project scenario. <br />Schedule and Cost <br />Work shall be completed within ten working days following Consultant’s receipt of the <br />Project’s updated energy assumptions from the applicant, pending any necessary <br />clarifications.
