REV: 01-11-2022 SK
Exhibit “A”
SCOPE OF SERVICES AND FEE
Background / Purpose
Consultant will conduct a comparative assessment of Greenhouse Gas (GHG) emissions
and vehicle miles traveled (VMT) for three land use scenarios. In part, the purpose of this
work is to detail the GHG emissions and VMT associated with each major Project
component (office and ice rink), separately and combined. The assessment is also meant
to determine if the proposed Revised Project (office with ice rink) would result in a new
significant impact not identified in the 2019 Draft EIR for the Original Project.
Comparative Assessments. Consultant and Fehr & Peers will assess the following land
use scenarios:
1.Revised (smaller) office with community building
2.Revised (smaller) office with ice rink
3.Revised (smaller) office without community building or ice rink
For each scenario, the assessment will include vehicle trip generation, service
population, VMT, GHG emission and energy, factoring in newly provided energy
assumptions from the Project Sponsor, other pertinent Project assumptions (e.g.,
feasible TDM reductions/EV charging stations), and other regulatory requirements
confirmed by the City. The assessment will be documented in comparable tables for
each scenario, by land use.
Update Administrative Draft Final Development Permit EIR. If the assessment shows
no new significant impact for GHG emissions or VMT, and the Project Sponsor reconfirms
proceeding with the office with ice rink Revised Project scenario, Consultant will
incorporate the results into the “Project Sponsor’s Revised Project” chapter and any other
relevant sections of the fourth administrative draft of the Final EIR for City review.
Initial Analysis and Coordination/Meetings. This scope and cost estimate assumes
up approximately two future video conference and time conducted on prior research,
model adjustments and runs, and associated coordination with the City to identify and
refine inputs, assumptions and potential measures to reduce GHG emissions resulting
from prior CalEEMod runs of the office with ice rink Revised Project scenario.
Schedule and Cost
Work shall be completed within ten working days following Consultant’s receipt of the
Project’s updated energy assumptions from the applicant, pending any necessary
clarifications. Total actual and estimated future cost for work described above is not-to-
exceed $37,171.
ATTY/AGR.2022 - Amend No. 5/Environmental Science Associates (Page 4 of 5)
