The Hopkins Avenue Overlay Project is currently under design with <br />construction estimated to be completed in December 2019. <br /> <br />7. The estimated useful life for both the 2017-2018 Overlay Project on Twin <br />Dolphin Drive and the Hopkins Avenue Overlay Project is 10 years. <br /> <br />8.
