Ms. Robin Kim <br />October 25, 2017 <br />Page 5 <br />SCOPE OF SERVICES <br />Task 1 — Kickoff meeting and existing documentation review <br />West Yost will conduct a kickoff meeting to review the project scope and schedule and gather <br />existing documentation. All As -Is documentation will be presented as DRAFT for review. FINAL <br />documents will be developed to incorporate feedback from the City. Documentation will be <br />developed concurrent to site visits (Task 2) with planned check -ins throughout the site visit <br />timeframe. <br />Task 2 — Site visits at representative sites to develop an understanding of the current <br />system design <br />Our team will conduct site visits and interviews as outlined in the Project Schedule. We will gather <br />information to enhance our understanding of the current system design, system operations and <br />maintenance challenges. We will gather and document information for the following key areas: <br />System Communications, System Hardware, System Software, Data Collection and Reporting, <br />Systems Operations, and Roles and Responsibilities. <br />Task 3 — Communication system design, control system architecture, migration approach <br />and budgetary cost estimates. <br />Our team will develop a To -Be network design focused on data bandwidth requirements, <br />cybersecurity for industrial controls and Ethernet based communications using transmission <br />medium including radio (licensed, unlicensed or telecommunications provider based), fiber and <br />copper. The To -Be network design will be presented as DRAFT for review. The architecture will <br />include secure integration to allow for data exchange with other agencies. West Yost will develop <br />a bill of materials for network equipment, installation plan and budgetary costs. <br />Our team will develop a high-level To -Be controls systems architecture based on supported Allen <br />Bradley controllers, with tight integration to the To -Be network design. <br />We will develop and implement approach for system migration that includes a bridge between the <br />existing network and new network to maintain operations during transition. <br />FINAL documents will be developed to incorporate feedback from the City. <br />PROJECT MILESTONES AND DELIVERABLES <br />Project Timeline — A detailed Project Schedule is attached that provides our proposed schedule for <br />delivery of the project. Key milestones on the schedule include: <br />1) Notice to Proceed —November 2017 <br />2) Project Complete —January 2018 <br />Meetings — Our Project Schedule includes 3 In -Person meetings (site visits counted as one) and <br />one web/phone meeting.
