8.B. - Page 129 <br />TIWA=Trans <br />Memorandum <br />Date: October 27, 2017 Project: RC1006 <br />To• Ms. Lindy Chan From• Smadar Boardman <br />Senior Planner sboardman@w-trans.com <br />City of Redwood City <br />Subject• Redwood City EI Camino Real Complete Streets Corridor Plan Traffic Analysis <br />As requested, W -Trans has prepared a traffic analysis for the EI Camino Real Complete Street Corridor Study. The <br />segment of EI Camino Real runs from Edgewood Avenue in the north to Oakwood Drive -Dumbarton Avenue in <br />the south. This study explores opportunities to improve mobility along the corridor for all users, with specific <br />attention focused on vehicle traffic circulation, and vehicle interaction with bicycles and pedestrians. <br />Existing Traffic Operation <br />Following is a summary of existing operation with the current geometric configuration of EI Camino Real along <br />the corridor. The performance measures shown for the existing condition analysis are Level of Service, travel time, <br />and corridor delay. <br />Operating conditions during the a.m. and p.m. peak periods were evaluated to capture the highest volumes on <br />the local transportation network. The morning peak hour occurs between 7:00 and 9:00 a.m. and reflects <br />conditions during the home to work or school commute, while the p.m. peak hour occurs between 4:00 and 6:00 <br />p.m. and typically reflects the highest level of congestion during the homeward bound commute. Transportation <br />data, including intersection traffic volumes, pedestrian volumes, and bicycle volumes, were conducted in March <br />2016 at the intersections of EI Camino Real/Jefferson Avenue and EI Camino Real/Maple Street, and in February <br />2015 at EI Camino Real/Roosevelt Avenue. The remaining counts at the study intersections were conducted in <br />May 2016. <br />A summary of the intersection level of service calculations is contained in Table 1, and copies of the Level of Service <br />calculations are attached. The intersections are currently operating acceptably, at LOS D or better overall during <br />both peak hours.
