8.B. - Page 132 <br />Ms. Lindy Chan Page 4 October 27, 2017 <br />existing northbound bus stop located between EI Camino Real/Roosevelt Avenue and EI Camino Real/Cedar <br />Street. <br />Right Turn Lanes <br />Currently, many of the northbound and southbound approaches along EI Camino Real at both signalized and <br />unsignalized intersections have dedicated right turn lanes. The recommended alternative for the EI Camino Real <br />Corridor Plan is to provide one-way Class IV protected bikeways along the corridor. A common bicycle -vehicle <br />conflict involves right -turning vehicles and through bicycles at an intersection (or a driveway). Shifting bicycles <br />from a protected bikeway to the left of a right -turn lane, while feasible, requires specific geometry applications. <br />Where capacity is not needed at an intersection, right -turn lanes could be removed in favor of providing space for <br />a Class IV protected bikeway. <br />An evaluation was performed to determine suitable locations where a right -turn lane could be removed and <br />replaced with the Class IV bicycle facility. At intersections where data was available, right -turn lanes were <br />determined to be a viable location for removal if they had a.m. and p.m. peak hour turn volumes of less than 100 <br />vehicles. The following right -turn lanes at study intersections were determined to meet this criteria: <br />2. EI Camino Real/Brewster Avenue (Northbound and Southbound) <br />3. EI Camino Real/James Avenue (Southbound) <br />4. EI Camino Real/Jefferson Avenue (Northbound) <br />5. EI Camino Real/Maple Street (Northbound) <br />6. EI Camino Real/Roosevelt Avenue (Southbound) <br />In addition to those analyzed, the following right turn lanes on EI Camino Real should be considered for removal: <br />• Hopkins Avenue (Southbound) <br />• Wilson Street (Northbound) <br />• Diller Street (Northbound) <br />• Vera Avenue (Southbound) <br />• Lincoln Avenue (Southbound) <br />In order to determine if the additional locations are suitable candidates for removal of the right -turn lanes, an <br />evaluation of the corridor should be completed using vehicle, pedestrian, and bicycle volume data for all <br />intersections during the weekday peak periods. The evaluation should determine whether removal of a right -turn <br />lane at these locations would result in substantial delays for drivers travelling along EI Camino Real. <br />Traffic Signal Phasing Modification <br />The intersection of EI Camino Real/James Avenue is a signalized four -legged intersection with protected left -turn <br />phasing on the northbound and southbound EI Camino Real approaches, and permitted left -turn phasing on the <br />eastbound and westbound James Avenue approaches. Currently, buses access the Redwood City Transit Center <br />(which serves as a transfer point between SamTrans buses and Caltrain) via the intersection of EI Camino <br />Real/James Avenue. Buses departing from the transit center and headed to the south do so currently by making <br />the westbound left -turn maneuver from James Avenue onto southbound EI Camino Real. With the bus turning <br />movements and with Sequoia High School in close proximity to the intersection, consideration was given to the <br />need to modify the left -turn phasing from permitted to protected on the westbound and eastbound James <br />Avenue approaches of the intersection. <br />
