8.B. - Page 137
Ms. Lindy Chan Page 9 October 27, 2017
As summarized in Table 4, the intersection would operate acceptably with a traffic signal, while operation with the
roundabout would result in deficient operation during the a.m. peak hour and acceptable operation during the
p.m. peak hour.
Control Scheme
AM Peak Hour
PM Peak Hour
El Camino Real/Redwood Avenue -Main Street
Delay LOS
Delay
LOS
Existina Confiauration
EI Camino Real/Redwood Avenue -Main Street
0.0 A
0.1
A
Southwestbound (Main Street) Approach
12.7 8
16.8
C
Sianalized
EI Camino Real/Redwood Avenue -Main Street
50.9 D
31.6
C
Roundabout
EI Camino Real/Redwood Avenue -Main Street
59.5 E
42.1
D
Notes: Delay is measured in average seconds per vehicle; LOS =
Level of Service; Results for minor approaches to two-way
stop -controlled intersections are indicated in italics; Bold
text indicates deficient operation
Preferred Alternative Traffic Operation
A preferred alternative was developed that would balance mobility for all users of EI Camino Real. The following
summarizes the recommended improvements that were incorporated into the analysis of the Preferred
Alternative.
• The corridor was analyzed assuming the signalized intersections were operating under an optimized
signal timing coordination scheme.
• The following right -turn lanes were removed from the EI Camino Real approaches:
o EI Camino Real/Brewster Avenue (Northbound and Southbound)
o EI Camino Real/James Avenue (Southbound)
o EI Camino Real/Jefferson Avenue (Northbound)
o EI Camino Real/Maple Street (Northbound)
o EI Camino Real/Roosevelt Avenue (Southbound)
• The left -turn phasing on the westbound and eastbound James Avenue approaches at EI Camino
Real/James Avenue was modified from permitted phasing to protected phasing.
• The EI Camino Real/Redwood Avenue -Main Street was analyzed as a four -legged signalized intersection,
with left turns prohibited on northbound and southbound EI Camino Real.
The following Level of Service, travel time, and corridor delay summaries evaluated the effects of the
recommended improvements as described above. As summarized in Table 5, the intersections would operate
acceptably at similar Levels of Service as under existing conditions with the implementation of the preferred
alternative.
