ATTACHMENT 1 B.C. - Page 8 <br />City Charter (last amended November 8, 2011) <br />Redwood City is a "charter city" meaning that the legal authority for the City's actions originates <br />with a legal document called a City Charter, rather than from the laws of the State of California <br />(although the Charter must generally be consistent with State laws, with only a few exceptions). <br />Charters are adopted by cities where special conditions create needs that can't be adequately met <br />by the general laws. A city can adopt a charter and tailor its organization and elective offices to <br />provide for unique local conditions and needs. A charter can only be adopted and/or changed by <br />a majority vote of city residents -- not by a vote of the city council. <br />Citizens can establish the terms and number of council members and impose other limitations <br />upon their city council through a charter provision. Among other things, the City Charter gives <br />the City Council the authority to adopt codes and ordinances in order to regulate certain issues <br />within the City. <br />The Charter: <br />BOUNDARIES, POWERS, ELECTIONS <br />Section 1. NAME: <br />The municipal corporation now existing and known as shall remain and "Redwood City" continue <br />a body politic and corporate, as at present, in fact and in law, by the name of the "City of Redwood <br />City," and by such name shall have perpetual succession. <br />Section 2. BOUNDARIES: <br />The boundaries of Redwood City shall continue as now established until changed as authorized <br />by law. <br />Section g. POWERS: <br />The eCity shall have all the powers heretofore claimed or exercised by the eCity, shall have all the <br />powers granted to municipal corporations and to cities by the constitution and general laws of <br />this state together with all the implied powers necessary to carry into execution all the powers <br />granted, and shall retain all rights, interests, powers and privileges heretofore gained by the eCity <br />or any of its departments, boards, commissions or instrumentalities by virtue of any grant or law <br />or by any judicial interpretation of any such grantor law. The eCity may acquire property within <br />or without its corporate limits for any eCity purpose, and may manage, control and dispose of <br />such property as its interests may require; and, except as prohibited by the sState constitution or <br />restricted by this eCharter, the eCity shall and may exercise all municipal powers, functions, <br />rights, privileges and immunities of every name and nature whatsoever.
