8.C. - Page 13 <br />Council shall not be included in computing consecutive terms. The full term during which a <br />eCouncilmemberma-n may resign shall be included in the same manner as if no resignation had <br />taken place. In the event any eCouncilmemberma-n is not elected at a regular election after serving <br />one or more terms, such prior service shall not be included in computing subsequent terms of <br />service and such person shall be eligible to subsequently serve four consecutive terms. Full terms, <br />or partial terms in excess of two (2) years, served prior to the effective date of this section shall <br />not be included in terms of computing consecutive terms. (As amended April 9, 1968, approved <br />by Legislature April 29, 1968, Stats.1968 Chapter 76.) <br />Section io. POWERS OF COUNCIL: <br />All power granted to and vested in Redwood City by law or by provisions of this eCharter shall, <br />except as herein otherwise provided, be exercised by the eCouncil, to be designated the "Council <br />of Redwood City." The Council shall be the governing body of the eCity and, subject to the express <br />limitations of this eCharter, shall be vested with all the powers necessary or convenient for a <br />complete and adequate system of municipal government, consistent with the eConstitution of the <br />sState, including all powers now or hereafter granted by general law to councils or boards of <br />trustees of municipalities. <br />Section n. MEETINGS OF THE COUNCIL: <br />The eCouncil shall provide by ordinance for the time and place of holding its meetings and the <br />manner in which its special meetings may be called; provided, however, that there shall be at least <br />two regular meetings in each month. Any regular meeting may be adjourned to a date and hour <br />certain, and such adjourned meeting shall be a regular meeting for all purposes. All legislative <br />sessions of the eCouncil, whether regular or special, shall be open to the public. <br />Section 12. QUORUM: <br />A majority of the eCouncil shall constitute a quorum for the transaction of business, but a lesser <br />number may adjourn from time to time and postpone the consideration of, or action upon, <br />pending business in like manner. Attendance at meetings of absent members of the eCouncil may <br />be compelled in such manner and under such penalties as may be prescribed by ordinance. <br />Section 13. CONDUCT OF MEETINGS: <br />The Council shall determine its own rules of procedure, and may punish its members or other <br />persons present at any meeting, for disorderly conduct. <br />Section 14. THE MAYOR: <br />The eCouncil shall choose one of their number to serve as president of the eCouncil, and to be <br />known as mMayor. His. Their term as mMayor shall be two years. The mMayor shall be the <br />executive head of the eCity.
