8.C. - Page 31 <br />(14) To adopt and enforce such ordinances, orders, regulations and practices, as are necessary <br />for the proper administration and discharge of its duties and powers, or for the management and <br />government of the Port, and its facilities. <br />(15) To prescribe fines, forfeitures and penalties for the violation of any provision of Sections <br />47 to 5oa of this Charter, or of any ordinance, but no penalty shall exceed five hundred dollars <br />($500) fine, or six months imprisonment, or both. <br />(16) To have and exercise the right of eminent domain within the "Port Area," on behalf of and <br />in the name of the City of Redwood City, for Port purposes, harbor development or the carrying <br />out of any of the powers granted to said Board, and to exclusively find and determine by <br />ordinance adopted by a four <br />-fifths (4/5ths) vote of all its members the public interest and necessity thereof. <br />(17) To appoint a Port Attorney who shall be the same person who is at that time ecity <br />-aAttorney and who shall continue to act as Port Attorney during such time as he they may <br />continue to be eCity Attorney, whose duty it shall be to pass upon the form and legality of all <br />contracts within the jurisdiction of the Board, give legal advice to the Board on official matters, <br />defend and (subject to direction from the Board) prosecute or compromise all actions at law or <br />in equity and special proceedings for or against the City of Redwood City or any officer thereof in <br />h4s their official capacity, pertaining to matters within the jurisdiction of the Board. The Board <br />shall fix and provide for hi�s their compensation which shall be in addition to h6 their <br />compensation from the eCity as eCity -aAttorney. <br />(18) To do and perform any and all other acts and things which may be necessary and proper <br />to carry out the general powers of the eCity, or any of the provisions of Sections 47 to 5oa of this <br />Charter, and to exercise all powers not in conflict with the constitution of the sState, or with this <br />Charter, germane to the scope of is powers, purposes and duties. (As amended March 4, 1975; <br />certified by Secretary of State March 20, 1975; as amended November 8, 2005 certified by <br />Secretary of State January 24, 2006.) <br />Section 47g. RELATION TO CITY MANAGER AND COUNCIL <br />The eCity mManager and City Council shall be notified of the time and place of the holding of all <br />meetings of the Commission and shall have the right to attend and address the Commission at <br />such meetings. The Secretary of the Commission shall, within two (2) days after the adjournment <br />of each meeting of the Commission, furnish the eCity mManager and City Council with a copy of <br />the minutes of such meeting. The files of the Commission shall be open to inspection by the eCity <br />mManager or the City Council at all reasonable times. The Board shall annually, at a meeting <br />designated by the Council, report on the preceding year's activities and accomplishments, and <br />future plans and objectives.
