<br />issued in anticipation of the collection of the taxes of any fiscal year shall be issued only during
<br />the first four months of such fiscal year, and each such bond, note, or warrant shall specify that
<br />it is payable solely out of the revenues of the fiscal year in which issued, and before the close of
<br />such year) and shall not bear a higher rate of interest than four (4) per cent per annum more than
<br />the average of the rates of interest per annum paid to the City during the three (3) months next
<br />preceding the proposed date of issuance of such bonds, notes or warrants on investments of
<br />general municipal funds not required for immediate expenditure, and the total amount of such
<br />bonds, notes or warrants, authorized and issued in any fiscal year shall not, in the aggregate, be
<br />more than twenty-five per cent of the total appropriations of the eCity for such year. (As amended

<br />Section 67. CONTRACTS:
<br />Any public work or improvement costing more than ten thousand dollars ($1o,000) shall be
<br />executed by contract, except where a specific work or improvement is authorized by the City
<br />Council based on detailed estimates submitted by the department authorized to execute such
<br />work or improvement directly. Every contract for any public work or improvement which is
<br />estimated to cost less than One Hundred Thousand Dollars ($1oo,000) shall be awarded to the
<br />lowest responsible bidder after solicitation of bids without public advertisement. Every contract
<br />for any public work or improvement which is estimated to cost One Hundred Thousand Dollars
<br />($1oo,000) or more shall be awarded to the lowest responsible bidder after public advertisement
<br />and competition as may be prescribed by ordinance. The eCity eCouncil shall have the power to
<br />reject any and all bids, and solicit or advertise again. All solicitations and advertisements as to
<br />contracts shall contain a reservation of the foregoing right. All contracts entered into by the eCity
<br />shall be signed by the eCity mManager and any other officer or officers of the eCity as the eCouncil

<br />Section 68: CITY MAY PERFORM ITS OWN WORK, ETC.:
<br />If the eCity eCouncil shall reject all bids, it may, in lieu of soliciting or advertising for new bids,
<br />determine and declare by a five -sevenths (5/7ths) vote of all its members that the work in
<br />question may be more economically or satisfactorily performed by day labor, or the materials or
<br />labor purchased at a lower price in the open market, and after the adoption of a resolution to this
<br />effect, it may proceed to have the same done in the manner stated without further observance of
<br />the provisions of Section 67 hereof; and
<br />Provided that, in the case of a great public calamity, such as extraordinary fire, flood, storm,
<br />epidemic, or other disaster the eCouncil may, by resolution passed by a vote of five -sevenths
<br />(5/7ths) of all its members, determine and declare that the public interest or necessity demands
<br />the immediate expenditure of public money to safeguard life, health, or property and thereupon
<br />they may proceed, without soliciting or advertising for bids or receiving the same, to expend, or
