<br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />August 22, 2005 <br /> <br />Subject <br />Maintenance and Repair Services for Sanitary Sewer System Pumps <br /> <br />Recommendation <br />By motion, approve Amendment No.1 to the Agreement with ITT Industries of Fairfield, CA <br />in the amount of $138,616.60 for maintenance and repair of various sized ITT Flygt <br />submersible sewage pumps. <br /> <br />Background <br />The original Agreement for the services of ITT Industries to provide preventative <br />maintenance and pump repair services for the City's Sanitary Sewer System pumps was <br />approved by the City Council on December 6, 2004. The original contract was awarded to <br />ITT Industries following a competitive Request For Proposals (RFP) process, where ITT <br />Industries was one of two respondents. <br /> <br />Amendment No.1 extends the term of the Agreement to June 30, 2006, increases the not- <br />to-exceed agreement amount by $138,617 and continues the existing scope of services. <br />The total agreement value will increase to $277,233.00. <br /> <br />Over the years, Public Works Services has standardized its fleet of pumps for the sanitary <br />sewer system using ITT Flygt submersible pumps. These pumps have proven to be the <br />most durable and reliable pumps for the City's sewer system. A standardized system <br />allows for a small, dedicated inventory of parts for the pumps, rather than stocking parts for <br />a variety of pump manufacturers, and allows the system utility specialist to be familiar with <br />the workings and unique characteristics of these pumps. <br /> <br />There are 31 sanitary sewer lift stations in the City's system housing approximately681TT <br />Flygt Submersible pumps. The firm will continue to perform preventative maintenance <br />(PM) on all of the lift stations pumps within our system, as directed by staff, and repair <br />pumps onsite at the lift station, as needed. For pumps requiring shop maintenance and <br />repair, ITT Industries can provide temporary pump replacement (rental) pending repair of <br />the City's pump. This ensures that the sewer system is continually situated for optimal <br />performance. <br /> <br />Alternatives <br />City Council could direct staff to solicit individual price quotes on an as-needed basis or <br />direct staff to complete a competitive solicitation process for a year of services, as was <br />done nearly one year ago. However, the former approach would place the City in a <br />vulnerable position should one of these pumps fails. The latter process would involve <br />issuing an invitation to submit proposals again. This can be done but would delay by 30- <br />60 days proceeding with the required pump maintenance and repair services. <br />
