<br /> <br />August 22, 2005 <br /> <br />Subject <br />Agreement to provide human resources services to the City of Santa Clara. <br /> <br />Recommendation <br />Authorize the City Manager to enter into an agreement with the City of Santa Clara to <br />provide harassment and discrimination training to the City of Santa Clara. <br /> <br />Background <br />Redwood City's Human Resources (HR) department has provided contract services to <br />other public agencies for over eight years, and we are proud of our entrepreneurial <br />programs. Redwood City provided this type of training to the City of Santa Clara in <br />2002. Santa Clara has requested that we provide this training to them again so that <br />they can comply with recently enacted state legislation requiring all supervisors to <br />receive two hours of interactive classroom training on workplace harassment and <br />discrimination prevention. The project entails designing and conducting six training <br />sessions in late September and October for Santa Clara's approximately 500 <br />supervisory employees. <br /> <br />Alternative <br />The alternative would be to decline this opportunity to provide HR services to the City of <br />Santa Clara. The City would therefore lose the benefits of the revenue generated by <br />this entrepreneurial program. <br /> <br />Fiscal Impact <br />The agreement will generate $5,000 of revenue for the City. The revenue covers all of <br />the City's costs of providing these services and generates a profit that is used to reduce <br />the cost of operating the City's Human Resources Department. In recent years, the <br />Human Resources department has committed to generating revenues in lieu of drastic <br />budget reductions.
