August 22, 2005 Subject Agreement to provide human resources services to the City of Santa Clara. Recommendation Authorize the City Manager to enter into an agreement with the City of Santa Clara to provide harassment and discrimination training to the City of Santa Clara. Background Redwood City's Human Resources (HR) department has provided contract services to other public agencies for over eight years, and we are proud of our entrepreneurial programs. Redwood City provided this type of training to the City of Santa Clara in 2002. Santa Clara has requested that we provide this training to them again so that they can comply with recently enacted state legislation requiring all supervisors to receive two hours of interactive classroom training on workplace harassment and discrimination prevention. The project entails designing and conducting six training sessions in late September and October for Santa Clara's approximately 500 supervisory employees. Alternative The alternative would be to decline this opportunity to provide HR services to the City of Santa Clara. The City would therefore lose the benefits of the revenue generated by this entrepreneurial program. Fiscal Impact The agreement will generate $5,000 of revenue for the City. The revenue covers all of the City's costs of providing these services and generates a profit that is used to reduce the cost of operating the City's Human Resources Department. In recent years, the Human Resources department has committed to generating revenues in lieu of drastic budget reductions. This contract is in keeping with this successful fiscal strategy.
