We hope readers will find the
report useful and informative.

When the Recycled Water Task Force reported to the City Council in March 2004, one of the
recommendations made was that City staff assigned to the project should prepare annual
reports on progress toward implementing project "Alternative TF". This recommendation and all
the others in the Task Force Report were accepted unanimously and with gratitude by the
Council.

In May and June of 2005, project team members met with members of the Task Force for the
purpose of affirming that the format and structure of this report would meet Task Force
expectations: We wanted to be sure to get it right the first time and wanted to honor the hard
work of the Task Force. On behalf of the project team, I would like to thank the Task Force for
their input, ideas, and good, hard questions. Their continued interest and collective critical eye
is value added to the project and the City's continuing efforts to meet long-term water supply
and conservation goals.

In the course of the discussions, it became clear that there are several ways for Task Force
members to stay engaged in the evolving water supply conversation in our community:

. The project team will be pleased to host an annual meeting for the purpose of going over
a draft of the annual progress report to Council before if gets finalized and sent on.
. If the scope, intent or reach of the project begins to change in response to external
factors, problems, or opportunities, this will trigger a gathering of the Task Force for the
purpose of providing input to the project team and ultimately, the Council. Specifically:
a Changes in water supply I conservation strategy related to recycled water
a Cost increases
a New technologies
a New opportunities for expanded use of recycled water - both inside Redwood
City and in surrounding communities
a Changes in pipeline alignments I customers
a Water supply vis-à-vis downtown development
. Topic-specific, water-related activities, such as the upcoming 2005 update of the Urban
Water Management Plan will also be of interest to some Task Force members, and we
will send advisory messages out as part of our public outreach process.

Respectfully submitted for the Project Team,
Peter Ingram, Public Works Services Director

Redwood City Recycled Water Project
Progress Report 2005
Redwood City Recycled Water Task Force Recommendations - Final Report

Preface-i
