<br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />August 22, 2005 <br /> <br />Subject <br />Downtown Precise Plan - Third City Council, Planning Commission and Architectural <br />Review Committee Joint Study Session . <br /> <br />Recommendation <br />This is the third study session on the Downtown Precise Plan. The earlier meetings were <br />held on June 13 and August 8, 2005. The original intention had been to use this August <br />22, 2005, meeting to discuss Infrastructure: Parking; Transportation - vehicular <br />transportation and transit facilities. <br /> <br />Concerning the organization of this August 22, 2005 meeting: <br /> <br />. The Mayor and Vice-Mayor recommend that Council allow Mr. Freedman to <br />complete his presentation on Infrastructure and then open the meeting for <br />comments and questions from the Council, Planning Commission and Architectural <br />Review Committee and from the public on this and the other topics discussed on <br />June 13 and August 8, 2005. Mr. Freedman wiWhighlight several areas where he <br />needs specific input on issues he has raised. <br /> <br />Concerning possible next steps: <br /> <br />. Council may decide that they need additional discussion on the Downtown Precise <br />Plan or that no further study sessions are necessary. You cannot make final <br />decisions on policy aspects of the plan until the EIR is certified by the Planning <br />Commission and you have the information in the EIR available to you to inform your <br />final action. <br /> <br />Background <br />At the August 8, 2005 study session Michael Freedman presented the concepts for the <br />land use and development standards to be included in the Precise Plan, including specific <br />focus on the three issues of: <br /> <br />. land use; <br />. Building form; and <br />. Height. <br /> <br />There was discussion regarding land use, including commentary by the Architectural <br /> <br />1 <br />
