By Motion, approve Amendment No.1 to the professional services agreement with <br />Whitley Burchett & Associates for program management services - Year Two, and <br />authorize the City Manager to sign agreement amendment <br />2. By Motion, approve Amendment No.1 professional services agreement with Data <br />Instincts for public information and outreach services - Year Two, and authorize the <br />City Manager to sign agreement amendment <br /> <br />Background <br />On July 26,2004, the City Council approved: <br />1. Professional services agreement with Whitley Burchett & Associates (WBA) for <br />program management services - Year One. Under a prior authorization by the City <br />Manager, WBA had been providing interim program management services to the <br />City, and under separate agreement, they have also been SBSA's program <br />manager for the on-going treatment plan expansion project. WBA has brought <br />substantial experience in, and knowledge of, the complex regulatory aspects of the <br />project. They also bring scheduling, technical writing and coordination expertise to <br />the project team, which are vital components of a successful project management <br />strategy. Based on the work accomplished in Year One, and the actual costs of <br />services (budget of $164,000 was 90% expended), staff has negotiated the <br />continued scope of services and budget such that the increased level of services <br />needed to ensure regulatory approvals ahead of construction and training / start-up <br />ahead of recycled water delivery are achieved. The Year Two budget is $245,000, <br />which increases the not-to-exceed Agreement value to $409,000. <br /> <br />2. Professional services agreement with Data Instincts for implementation of public <br />information and outreach services - Year Two. Data Instincts joined the project <br />team in April 2003 under an authorization by the City Manager. The firm has <br />continued to add substantial experience and skills in several critical areas of the <br />management strategy. During this year's initial implementation significant strides <br />have been made in public outreach including: <br />. Communicating with and engaging potential commercial property and <br />industrial recycled water users. <br />. Based on dialogs with a variety of community members outreach materials <br />were developed for the purpose of promoting recycled water use for <br />commercial landscape irrigation and industrial use.
