-/ REPORT To the Honorable Mayor and City Council From the City Manager August 22, 2005 Subject Redwood City Recycled Water Project - Production and Delivery of Recycled Water (Dual Media Filter (DMF) Modifications) Recommendation 1. Approve the award of contract by the South Bayside System Authority (SBSA) Commission for the Redwood City Recycled Water Project, Phase 1 - SBSA Facilities Project - Dual Media Filter (DMF) Modifications Project. 2. Request that the SBSA Commission award the above-mentioned contract to the lowest responsible bidder, D.W. Nicholson Corporation of Hayward, California, for their low bid of $2,751 ,000.00, pursuant to the approved Agreement for Production and Delivery of Recycled Water ("Agreement") between SBSA and the City of Redwood City, and request that the SBSA Commission and staff enter into a Memorandum of Understanding with the low bidder to reduce the final cost of the project. Background In August 2003 the City Council approved a broadly defined, flexible project, filed a California Environmental Quality Act Notice of Determination, and formed a citizen community task force to provide input on the implementation of the project. In March 2004, the City Council accepted the Task Force Report and directed staff to return with various implementation actions for their consideration. The Redwood City Recycled Water Project will be implemented in phases and smaller, discrete projects over the next several years, beginning with some recycled water delivery in the 2006 irrigation season. The major components of the Project are: 1. Treatment improvements consisting offilter modifications, chemical feed addition and filtered water line at the SBSA site - owned and operated by SBSA 2. Disinfection facility consisting of new chlorine contact chamber at the SBSA site - owned by Redwood City, operated by SBSA 3. Storage and pumping facilities located inside the SBSA plant property (includes a back-up supply line for potable water) - owned and operated by Redwood City 4. Distribution system consisting of new transmission pipelines throughout the water service area, in street rights-of-ways - owned and operated by Redwood City 5. Customer site retrofits for each existing private or public site with a landscape irrigation meter. Retrofits will occur as each property owner has agreed to convert to recycled water for landscape irrigation and industrial uses. This project directly addresses the treatment improvements of the Recycled Water Project. The two (2) bids received at the bid opening on June 14, 2005, are summarized below: No. 1. 2. Bidder D.W.
