12/04/2017 <br />RESOLUTION NO. 15631 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY SUPPORTING THE 101MOODSIDE INTERCHANGE PROJECT <br />AND AUTHORIZING SUBMITTAL OF AN APPLICATION FOR <br />MEASURE A HIGHWAY PROGRAM FUNDING FOR THE <br />101/WOODSIDE INTERCHANGE PROJECT <br />WHEREAS, the CITY OF REDWOOD CITY (herein referred to as "City') is <br />submitting an application to the San Mateo County Transportation Authority (herein <br />referred to as "TA") for $20,000,000 in San Mateo County Measure A Highway Program <br />funds for right of way acquisition (herein referred to as "ROW ACQUISITION") for the <br />101M/oodside Interchange Project (herein referred to as "PROJECT"); and <br />WHEREAS, the 101/ Woodside Interchange and surrounding intersections: 1) <br />regularly exceed their capacity, causing congestion and resulting queuing onto the <br />freeway and local streets; 2) are challenging to navigate for people who walk or ride a <br />bicycle along Woodside Road and Seaport Boulevard; and 3) generally do not meet the <br />operational and safety needs of the City of Redwood City; and <br />WHEREAS, the City completed the Project Approval & Environmental Document <br />(PA & ED) phase of the PROJECT in December 2016, which resulted in a preferred <br />alternative that would improve future traffic operations and safety at the interchange and <br />local intersections compared to the no -build case and construct new pedestrian and <br />bicycle facilities where none currently exist, which will provide direct, safe connections <br />across US 101 to the Bayfront area; and <br />WHEREAS, the City is currently conducting the Plans, Specifications & <br />Estimates/Right of Way (PS&E/RW) phase of the PROJECT using TA Highway <br />Program funds and City matching funds, which will develop bid documents for <br />construction and coordinate utility relocations by mid 2019 and, provided right of way <br />acquisition funding is secured, commence right of way acquisition activities in mid 2018 <br />and complete the required right of way certification by late 2019; and <br />WHEREAS, the capital cost of the ROW ACQUISITION is estimated to be <br />approximately $37,000,000, and the City intends to contribute City property valued at <br />approximately $9,000,000 toward the cost of the ROW ACQUISITION (herein referred <br />to as the "Contributed Property"); in addition, the City/County Association of <br />Governments (C/CAG) has recommended that the Proposed Draft 2018 STIP include <br />$8,000,000 in right of way funding for the PROJECT; and <br />WHEREAS, the City seeks $20,000,000 in TA Highway Program funds for the <br />ROW ACQUISITION, which would cover the balance of funds required given the City's <br />contribution, assuming approval of the Proposed Draft 2018 STIP funding; and <br />ATVRESO.105/CC RESO WOODSIDE MEASURE A FUNDING Reso.
