EXECUTIVE SUMMARY <br />9 <br />MOBILITY TRADEOFFS AND GOALS <br />Given the fixed right-of-way width of El Camino Real, accom- <br />plishing the Corridor Plan’s mobility goals and strategies may <br />require making tradeoffs. Today the roadway ranges from <br />four to six travel lanes with relatively narrow sidewalks and <br />on-street parking and planted medians in some segments, <br />and with no space for safe bicycle travel. Buses share the <br />vehicular travel lanes. <br />Any changes to the way that the space is allocated now <br />have the potential to impact the way people travel on and <br />experience El Camino Real. As changes to the roadway and <br />streetscape occur, the community and decision-makers will <br />have to weigh the relative benefits and impacts. <br />GOALS TO GuIDE DECISION-MAKING <br />To help evaluate tradeoffs and guide future implementation <br />of the Plan in instances when different mobility strategies <br />compete for the available right-of-way, the following goals <br />have been established: <br />• Use the right of way as efficiently as possible. <br />• Remove or mitigate bottlenecks. <br />• Focus on the movement of people, cars, bikes, <br />and transit; parking should be secondary. <br />• Emphasize safety for all users. <br />These goals are intended to guide staff and decision-makers <br />to implement the Corridor Plan in a way that promotes ef- <br />ficiency of movement and balances the needs of all users so <br />that there is something in the Plan for everyone. The Plan <br />therefore would create a comprehensive approach with strat- <br />egies to improve all modes of travel on and across El Camino <br />Real.
