MANAGEMENT’S DISCUSSION AND ANALYSIS <br /> <br /> <br />4 <br /> <br />This section of the City’s Comprehensive Annual Financial Report presents a narrative overview and <br />analysis of the City’s financial activities for the fiscal year ended June 30, 2017. We encourage readers to <br />consider the information presented here in conjunction with the accompanying transmittal letter and <br />basic financial statements. <br /> <br />FISCAL YEAR 2016-17 FINANCIAL HIGHLIGHTS <br /> <br />During fiscal year 2016-17, the City experienced continued growth in revenues as the local economy <br />continued to grow. Financial highlights of the fiscal year include the following: <br /> <br />• The City’s total net position increased $25.9 million in FY 2016-17, after a $30.6 million increase <br />in the preceding fiscal year. At June 30, 2017, net position totaled $422.0 million, comprised of <br />$165.2 million for governmental activities and $256.8 for business-type activities. <br />• Total City revenues, including program and general revenues, were $232.7 million, a decrease of <br />$200 thousand over the prior fiscal year, while total expenses were $206.7 million, an increase of <br />$4.5 million from FY 2015-16. <br />• Net position in governmental activities increased $5.5 million, while net position in business-type <br />activities increased $20.4 million. <br />• Governmental program revenues were $38.0 million, which reflected a decrease of $2.9 million <br />over the prior fiscal year. <br />• Governmental general revenues increased to $103.3 million in FY 2016-17, up $5.9 million from <br />the prior fiscal year. <br />• Governmental program expenses increased to $134.1 million in FY 2016-17, up $7.8 million from <br />the prior fiscal year. <br />• Total revenues from business-type activities decreased to $91.3 million in FY 2016-17, down $3.3 <br />million from the prior fiscal year. <br />• Total expenses of business-type activities decreased to $73.6 million in FY 2016-17, a $3.3 million <br />decrease over the prior fiscal year. <br />• General fund revenues of $129.6 million increased by $11.2 million over the prior fiscal year. <br />• General fund expenditures of $112.1 million increased by $10.5 million over the prior fiscal year. <br />• General fund balance of $32.4 million at June 30, 2017 increased by $3.9 million over the prior <br />fiscal year. <br /> <br /> <br />OVERVIEW OF THE COMPREHENSIVE ANNUAL FINANCIAL REPORT <br /> <br />This Comprehensive Annual Financial Report is in six parts: <br /> <br />1.
