Depreciation Allocation <br /> <br />Depreciation expense was charged to functions and programs based on their usage of the related assets. <br />The amounts allocated to each function or program is as follows: <br /> <br />Governmental Activities <br /> <br />Community Development $ 197,513 <br />Human Services 85,175 <br />Public Safety 1,019,803 <br />Transportation 4,012,081 <br />Leisure, cultural, and information services 2,837,765 <br />Policy development and implementation 807,483 <br />Environmental support and protection 391,308 <br />Total Depreciation Expense‐Governmental Activities $ 9,351,128 <br /> <br /> <br /> <br />Business‐Type Activities <br /> <br />Water Utility Fund $ 3,027,920 <br />Sewer Utility fund 670,287 <br />Parking Fund 564,852 <br />Dock Town 32,258 <br />Port of Redwood City 1,562,951 <br />Total Depreciation Expense‐Business‐Type Activities $ 5,858,268 <br /> <br /> <br /> <br />NOTE 5 – INVESTMENT IN SILICON VALLEY CLEAN WATER AUTHORITY <br /> <br />Redwood City has an investment of $32,705,275 in Silicon Valley Clean Water Authority (SVCW), a <br />California joint powers authority (JPA) with the cities of San Carlos, Belmont, and the West Bay Sanitation <br />District. In addition, it has an additional investment of $7,157,907, in SVCW stage II construction. The <br />City’s investment in SVCW was adjusted to reflect a net increase in the investment of $153,114. Every <br />fiscal year the City adjusts the investment based on the City’s proportion of financial activity at SVCW. <br /> <br />SVCW operates and maintains a sewer plant, which was jointly constructed with federal and state grants <br />and contributions from participating entities. SVCW is run by its board of directors, which is comprised of <br />four members. The city councils of each member city and the board of the West Bay Sanitation District <br />each select one of their own members to serve on this board. No member agency has control of SVCW’s <br />budget, finances, or operations. The board acts autonomously of the respective member agencies. <br /> <br /> <br />56 <br />6.1.E. - Page 79
