REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />December 18, 2017 <br /> <br />SUBJECT <br />Annual report from the Redwood City Improvement Association Community Benefit <br />Improvement District <br /> <br />RECOMMENDATION <br />Adopt a resolution accepting the annual report for fiscal year 2016-2017 from the <br />Redwood City Improvement Association Community Benefit Improvement District and <br />authorizing the organization to implement the services identified in the Management <br />District Plan <br /> <br />BACKGROUND <br />In 2014, downtown Redwood City property owners voted to approve the creation of a <br />Community Benefit Improvement District (CBID) that is known today as the Redwood <br />City Improvement Association (RCIA). The property owners created this association to <br />fund special benefits beyond normal City services that support downtown Redwood City <br />as the premier entertainment destination on the peninsula. <br />Every property owner within the district pays an assessment that is used within the <br />district to keep the downtown attractive, clean, safe, and orderly and to publicize the <br />downtown. In turn, RCIA funds five basic categories of services: sidewalk operations <br />and beautification; district identity; parking management; program management; and the <br />creation of a reserve fund. <br /> <br />As part of the formation of the CBID, the City Council requested a report on the yearly <br />activities of the RCIA organization. <br /> <br />ANALYSIS <br />The RCIA organization is represented by an 18-member Board of Directors comprised <br />of property owners, business professionals and residents. Three sub-committees are <br />designated in the district management plan to implement the work of the RCIA <br />organization: Sidewalk Operations and Beautification, District Identity and Signage, and <br />Parking. <br /> <br />6.3.C. - Page 1
